goaK 11 pact 63d~ <br />induction of the officials into office the Board observed a short recess to allow <br />the family and friends of the officials to congratulate them. <br />Following the recess, the Board re-convened with all members <br />present. <br />In keeping with the past tradition, it was decided that written <br />signed ballots would be used to determine who would serve as Chairman of the <br />Board of Commissioners for the coming year. The Clerk distributed ballots <br />following which they were collected and tabulated. The Clerk announced that <br />Commissioner John E. Dotterer had been elected Chairman by a unanimous <br />vote. Commissioner Dotterer assumed the Chair and presided over the further <br />deliberations of the Board. An election was then held for the position of Vice <br />Chairman of the Board. Ballots were distributed and then collected and tabulated. <br />The Clerk announced that Commissioner John R. Dossenbach, Jr., had been <br />unanimously elected as Vice Chairman of the Board of Commissioners for the <br />coming year. Chairman Dotterer and Vice Chairman Dossenbach expressed their <br />appreciation upon being elected to these responsible positions. <br />Commissioner Jerry M. Almond moved that the minutes of the <br />regular meeting held on Monday, November 19, 1984, be approved and ordered <br />recorded. Commissioner Bertha L. Matthews seconded the motion and upon a <br />vote it was unanimously adopted. <br />There being no road petitions for consideration by the Board, <br />they proceeded to consider those appointments for position of County Manager, <br />County Attorney and Clerk to the Board. Commissioner Jerry M. Almond moved <br />that County Manager Walter B. Hartman, Jr., be re-appointed as County Manager <br />to serve at the pleasure of the Board. Commissioner John R. Dossenbach, Jr. <br />seconded the motion and upon a vote it was unanimously adopted. Commissioner <br />John R. Dossenbach, Jr. moved that Kenneth R. Hoyle be appointed County Attorney <br />to serve at the pleasure of the Board and in such capacity to serve as its legal <br />advisor and as Clerk to the Board of Commissioners. Commissioner Jerry M. <br />Almond seconded the motion and upon a vote it was unanimously adopted. <br />Mr. King Moore Willis and Mr. Roger Simmons, of Deloitte, <br />Haskins & Sells, appeared before the Board and presented copies of the Compre- <br />hensive Annual Financial Statements for the year ended June 30, 1984, as pre- <br />pared by the firm of Deloitte, Haskins & Sells, CPA's. Each man reviewed certain <br />aspects of the report and presented recommendations. Commissioner John R. <br />Dossenbach, Jr., moved that the firm of Deloitte, Haskins & Sells, be employed <br />to audit the County's fiscal affairs subject to the approval of the Local Government <br />Conu-nission. Commissioner Jerry M. Almond seconded the motion and upon a <br />vote it was unanimously adopted. <br />
