500:11 , Aif 65e <br />Commissioner Jerry M. Almond moved that the Board proceed <br />to hold a public hearing on the change of the name of the Cut Off Road and <br />Cashion Road. Commissioner Bertha L. Matthews seconded the motion and <br />upon a vote it was unanimously adopted. The Chairman declared the public <br />hearing open and that all interested persons would be heard on the subject of <br />changing the name of the Cut Off Road to Buchanan Farm Road and changing <br />the name of the Cashion Road to the Cletus Hall Road. No one appeared to speak <br />in favor of or in opposition to the petitions. Upon motion of Commissioner John <br />R. Dossenbach, Jr., which motion was duly seconded and upon a vote was unani- <br />mously adopted, the public hearing was closed. Commissioner Jerry M. Almond <br />moved that the name of Secondary Road 1503 be changed from Cut Off Road to <br />Buchanan Farm Road and that the name of Secondary Road 1504 be changed from <br />Cashion Road to Cletus Hall Road. Commissioner Raymond Cox, Jr. , seconded <br />the motion and upon a vote it was unanimously adopted. <br />Commissioner John R. Dossenbach, Jr., moved that the pre- <br />application for the grant to construct tennis courts at Broadway, be approved. <br />Commissioner Bertha L. Matthews seconded the motion and upon a vote it was <br />unanimously adopted. <br />Mr. Don McLaughlin appeared on behalf of the Parks and Recrea- <br />tion Commission to present proposals for renovating Horton Park. After discuss- <br />ion, Commissioner John R. Dossenbach, Jr. , moved that the Board make funds <br />available for construction of a multi-purpose athletic field at an estimated cost <br />of $16,480.00 (excluding the proposed lighting) and for construction of bathrooms <br />at an estimated cost of $7, 850. 00. Commissioner Bertha L. Matthews seconded <br />the motion. Commissioner Jerry M. Almond made a substitute motion that the <br />Board view the premises before they voted. Commissioner Raymond C. Cox, Jr., <br />seconded the substitute motion and the Board proceeded to vote upon the substitute <br />motion first. Commissioners Cox and Almond voted for the substitute motion and <br />Commissioners Dossenbach, Dotterer and Matthews voted against it. The Board <br />then considered the main motion and upon a vote, Commissioners Dossenbach, <br />Dotterer and Matthews voted for the main motion and Commissioners Almond <br />and Cox voted against it. The Chairman then announced that the Commissioners <br />would view Horton Park at 3:45 o'clock p. m., on Thursday, December 20, 1984. <br />Dr. Ron Myres appeared before the Board on behalf of the Humane <br />Society and presented a proposal by the Humane Society to construct and operate <br />an animal facility which would in effect close down the animal facilityat Central <br />Carolina Technical College. After Dr. Myres presentation, Commissioner <br />John R. Dossenbach, Jr. , made the suggestion that the Board should invite the <br />Central Carolina Technical College officials to discuss the matter with the Board <br />and also that the Humane Society should consult with the City of Sanford officials <br />to see if they would participate in such an arrangement. <br />
