Upon motion of Commis- <br />sioner John R. Dossenbach, Jr., seconded by Commissioner <br />Bertha L. Matthews, County Manager Walter B. Hartman, Jr., <br />was instructed to prepare the appropriate budget amendment, <br />which motion was unanimously adopted upon a vote. <br />Elwin Buchanan, Grants Administrator, also requested <br />that the Board consider a recommendation for appointment to <br />the Community Development Citizens Participation Committee. <br />Upon motion of -Commissioner Bertha L. Matthews, seconded by <br />Commissioner Jerry M. Almond, it was unanimously adopted to <br />appoint Mr. Charlie I. Carpenter, 1810 Post Office Road, <br />Sanford, N.C., to the Citizens Participation Committee. <br />Bobby Johnson, Landfill Supervisor, appeared before the <br />Board to recommend that the Board accept the bid recently <br />received from E.F. Craven Company in the amount of $75,641 <br />for a Landfill Compactor. Upon motion of Commissioner Jerry <br />M. Almond, seconded by Commissioner Bertha L. Matthews, it <br />was unanimously adopted to award the bid to E.F. Craven <br />Company noting that paymentwill not be made until July of <br />1985. A bid tabulation is attached to these minutes and by <br />this reference is made a part hereof. <br />County Manager, Walter B. Hartman, Jr., advised the <br />Board that Lee County Youth Services has been awarded a grant <br />in the amount of $460 from the Z. Smith Reynolds Foundation <br />to present a seminar on "Parenting Early Adolescents". Upon <br />motion of Commissioner Jerry M. Almond, seconded by Commis- <br />sioner Bertha L. Matthews, it was unanimously adopted to <br />accept this grant. County Manager, Walter B. Hartman, Jr., <br />was instructed to prepare the appropriate budget amendment to <br />incorporate these funds into the Youth Services budget. <br />Donn Gunderson, Social Services Director, appeared <br />before the Board to request authorization to spend additional <br />$4,100 in Crisis Intervention Funds. Upon motion of Commis- <br />sioner John R. Dossenbach, Jr., seconded by Commissioner <br />Bertha L. Matthews, it was unanimously adopted to authorize <br />this expenditure of funds. County Manager, Walter B. <br />Hartman, Jr., was instructed to prepare the appropriate <br />budget amendment to accomplish these expenditures. <br />Donn Gunderson, Social Services Director, also discussed <br />with the Board the Commodity Distribution Program in light of <br />more strict accountability requirements by the federal <br />government and outlined some alternatives for the continu- <br />ation of the program. Upon motion of Commissioner John R. <br />Dossenbach, Jr., seconded by Commissioner Bertha L. Matthews, <br />it was unanimously adopted to instruct Mr. Gunderson to <br />continue with the program but to cut back on the number of <br />distributions per year as well as the number of products to <br />be distributed and to use his own discretion as to how best <br />to accomplish this. <br />Mr. Gunderson also presented for the Board's information <br />some statistics on food stamp participants and the unemploy- <br />ment rate. <br />
