.010!1 ii ?ACE 728 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM RESOLUTION OF THE BOARD OF COMMISSIONERS OF LEE COUNTY TO APPROVE THE AMENDMENT TO THE REDEVELOPMENT PLAN AND THE FEASIBILITY OF RELOCATION FOR THE SAN-LEE HEIGHTS COMMUNITY DEVELOPMENT PROGRAM AREA 1980-81 BE AMENDED TO INCLUDE THE SAN-LEE HEIGHTS AREA III FOR 1985-86 PROGRAM WHEREAS, under the provisions of Title I of the Housing and Community Development Act of 1974, as amended, the Secretary of Housing and Urban Development is authorized to provide financial grants to communities for undertaking and effectuating Community Development Program activi- ties; and WHEREAS, the governing body determine that; (1) the Redevelopment Plan amendment will afford maximum opportunity, consistent with the sound needs of the Locality as a whole, for the redevelopment of the redevop- ment area; (2) the Redevelopment Plan conforms to a general plan for the development of the Locality as a whole; and (3) the Redevelopment Plan gives due consideration to the provision of adequate open space, the special consideration for the health, safety and welfare of children residing in the general vicinity of the site covered by the Plan; and WHEREAS, it is desirable and in the public interest that the County of Lee (herein called the "Local Public Agency") undertake and effectuate the program identified as the San-Lee Heights III Community Development Program Area, 1985-86 Program Year (herein called the "Program") and en- compassing the area described in Boundary Description (See "Boundary Description" attached) in the County of Lee, of the State of North Caro- lina (herein-called the "Locality"); and WHEREAS, the Local Public Agency has requested a grant under such Act from the Department of Housing and Urban Development for the undertaking of the Program; and WHEREAS, the Local Public Agency has made studies of the location, physical condition of structures; land use; environmental influences; and social, cultural, and economic conditions of the redevelopment area comprising the Program and has determined that the area is a blighted low-income, residential area which requires reconditioning and rehabili- tation in order to bring all properties up to minimum standards, and the members of this Governing Body have been fully apprised by the Local Public Agency and are aware of the facts and conditions; and WHEREAS, there has been prepared and referred to the Lee County Board of Commissioners (herein called the "Governing Body") for review and approval a Redevelopment Plan for the redevelopment area dated April, 1955. WHEREAS, the Lee County Planning Board, which is the duly designated and acting official planning body for the Locality, has submitted to the Governing Body its report and recommendations respecting the Re- development Plan; and
