. 0 <br />99JS ff PAQ 720 <br />Commissioner Bertha L. Matthews reported on the activities of <br />the group seeking incorporation of the Lemon Springs area as a municipality. The <br />Board thanked her for the report and acknowledged their interest in the activities <br />and wished for the parties concerned every success. <br />The Board discussed pick up service in connection with the Sanitary <br />Landfill and asked that consideration be given to having some of the service workers <br />to clean up road right of ways in the County. <br />The Board noted the resignation of Mr. Phillip Allen from the Parks <br />and Recreation Commission, effective July 1, 1985. <br />The Board discussed the letter from the Hertford County Board of <br />Commissioners which required consideration of the repeal of Section 76 of House <br />Bill #80, enacted in the 1984 session of the General Assembly, which section trans- <br />ferred the responsiblity of the operation of the paternity and support program from <br />the State to the County. <br />Commissioner John R. Dossenbach, Jr, reported on a draft of an <br />Animal Control Ordinance. The Board authorized the County Manager to negotiate <br />with the authorities of the City of Sanford and the San Lee Humane Society concerning <br />said animal control program, upon motion of Commissioner John R. Dossenbach, <br />Jr. , which motion was seconded by Commissioner Bertha L. Matthews and unani- <br />mously adopted upon a vote. <br />The Board next considered the acquisition of the property located <br />at the corner of Cole and Steele Streets in the City.of Sanford, which is presently <br />owned by The Northwestern Bank, but which will be acquired by the First Carolina <br />Bank. Since Mr. Almond is an officer of the present. bank and will be an officer <br />of the acquired bank, upon motion of Commissioner John R. Dossenbach, Jr., <br />seconded by Commissioner Raymond C. Cox, Jr., and unanimously adopted, it <br />was resolved to excuse Mr. Almond from voting on this matter. Commissioner <br />John R. Dossenbach, Jr, moved that the Board purchase the property from First <br />Carolina Bank after July 1st, 1985, for the price of $40, 000. 00. Commissioner <br />Bertha L. Matthews seconded the motion and upon a vote, Commissioners Cox, <br />Dossenbach, Dotterer and Matthews voted for it. Commissioner Almond did not <br />vote. <br />There being no further business to come before the session, it <br />was adjourned sine die. <br />V <br />C LE R1C <br />CHAIRMAN <br />
