0 <br />BOOK 11 PAGE 753 <br />Commissioner Almond stated that he commended the Water <br />Committee for its work and that his opposition was to the method of financing <br />selected by the Board and not to the Water Committee's report. <br />The members of the Board of Education appeared before the <br />Board and Chairman Robert Dalrymple called upon Superintendent William <br />Johnson to present the Board's request. Superintendent Johnson reviewed the <br />school building program and stated that the present needs were for improvements in <br />the elementary school buildings. He then reviewed the planning procedures which <br />had been followed and stated that the Board of Education had concluded that a new <br />building was needed in West Sanford, replacement buildings were needed at Green- r <br />wood and Deep River, and additions were needed at Bragg Street site and the <br />W. B. Wicker School site. Superintendent Johnson then requested that the <br />Board of Commissioners initiate procedures to submit to the voters at the election <br />on November 6, 1985, the question of whether or not a $10, 000, 000. 00 school <br />bond issue should be approved or not. Commissioner Jerry M. Almond moved <br />that the Board honor the request of the Board of Education and direct and author- <br />ize the Chairman, Clerk and County Manager to initiate procedures to submit the <br />school bond issue to the voters as requested. The motion was duly seconded and <br />upon a vote, unanimously adopted. Chairman Dalrymple of the Board of Educ- <br />ation thanked the Board for its consideration. <br />County Manager Hartman presented to the Board a request from <br />the Town of Broadway for the County to guarantee a loan in the amount of <br />$100, 000. 00, to serve as a contingency fund for the Town of Broadway's sanitary <br />sewer project. Commissioner Bertha L. Matthews moved that the request be <br />granted and the guarantee be given. Commissioner Jerry M. Almond seconded the <br />motion and upon a vote it was unanimously adopted. <br />Commissioner Bertha L. Matthews moved that the Board accept <br />the $7, 454 grant from the Governor's Crime Commission for the Lee County <br />Youth Services and that the County's officers be authorized and directed to <br />execute the necessary documents to receive said grant. Commissioner Raymond <br />C. Cox, Jr. seconded the motion and upon a vote, it was unanimously adopted. <br />Commissioner Jerry M. Almond moved that the requests for <br />releases and refunds of taxes as prepared by the Tax Supervisor, copies of which <br />are attached to these minutes, be approved and ordered paid by the appropriate <br />officers. Commissioner Raymond C. Cox, Jr. seconded the motion and upon a <br />vote, it was unanimously adopted. <br />The Board, acting as the Board of Equalization and Review, con- <br />sidered the request of R. J. Reynold Tobacco Company appealing from the decision <br />of the County Tax Supervisor imposing ad valorem taxes on imported leaf tobacco <br />stored in U. S. Customs Service bonded warehouse. Commissioner Bertha L. <br />Matthews moved to uphold the taxability of the tobacco and to deny the request of <br />the appellant. Commissioner Raymond C. Cox, Jr., seconded the motion and <br />upon a vote, it was unanimously adopted. <br />
