E t~ <br />gonK 11 PAGE 789 <br />The Tax Release Report and Refund Request for the month of <br />June, 1985, as prepared by the County Tax Supervisor was presented to the <br />Board. A copy of each list is attached to these minutes and by this reference <br />made a part hereof. Commissioner Jerry M. Almond moved that the releases <br />be approved and the refunds be authorized . Commissioner Raymond C. Cox, <br />Jr. seconded the motion and upon a vote it was unanimously adopted. <br />At this point, the Board observed a short recess. Following <br />the recess, the Board re-convened with all members present. <br />Mr. Richard Pugh, member of the State Board of Transportation <br />and Mr. Bill Rosser, Engineer, appeared before the Board and presented the <br />Secondary Road Construction Program for the year 1985-86. Mr. Rosser re- <br />viewed the program and presented a priority manual for use by the County. <br />After discussion of the Secondary Road Program. Mr. Pugh was requested <br />to give the assistance he could in finding solutions to the problem of congested <br />traffic on Horner Boulevard. Commissioner Jerry M. Almond moved that the <br />Board proceed to hold a public hearing on the Secondary Road Program and <br />Commissioner and Commissioner Bertha L. Matthews seconded the motion. Upon <br />a vote the motion was unanimously adopted and the Chairman declared the public <br />hearing open. No one asked to be recognized and after a reasonable period, <br />Commissioner John R. Dossenbach, Jr. moved that the public hearing be <br />closed. Commissioner Jerry M. Almond seconded the motion and upon a vote it was <br />unanimously adopted. <br />Commissioner Jerry M. Almond moved that the Board adopt the <br />resolution embracing the Secondary Road Program as presented by the Department <br />of Transportation personnel, a copy of which is attached to these minutes and <br />by this reference made a part hereof. Commissioner John R. Dossenbach, Jr. <br />seconded the motion and upon a vote it was unanimously adopted. <br />The Board next considered its appointments to the various County <br />Commissions and Agencies. Commissioner Jerry M. Almond moved that the <br />Board table consideration of an appointment to the Central Carolina Technical <br />College Board of Trustees until the next meeting. Commissioner Raymond C. <br />Cox, Jr. seconded the motion and upon a vote, Commissioners Almond, Cox <br />and Matthews voted to table and Commissioners Dossenbach and Dotterer voted <br />against the motion. The Chairman declared the motion had carried and the <br />matter was tabled until the next session of the Board. <br />Commissioner John R. Dossenbach, Jr, then moved that the <br />following persons be re-appointed to the Committees or Boards specified for <br />the normal term of office: <br />
