aao~s 9..t Pmt- 807 <br />The reason for the modifications were to increase the thickness <br />of the walls of the pipe to conform to City of Sanford specifications and the location <br />changes were made in accordance with the Department of Transportation reco- <br />mendations. The present increase in the contract amount is $8, 370. 00 for the <br />change in pipe. Commissioner John R. Dossenbach, Jr. moved that Change <br />Order Number One to the contract with Blue Construction Company, Inc., be <br />approved and the appropriate County officials be authorized to execute and deliver <br />same for and on behalf of the County. Commissioner Raymond C. Cox, Jr. <br />seconded the motion and upon a vote, it was unanimously adopted. <br />Commissioner Jerry M. Almond moved that the Board hold <br />public hearings on the question of whether or not the Carolina Trace Service <br />District should be changed to a Fire District, and on the question of whether or <br />not the fire district boundaries should be extended so as to have all of the rural <br />areas included in some fire district in accordance with the map and plan prepared <br />by the. Tax Supervisor. Commissioner Bertha L. Matthews seconded the motion <br />and upon a vote it was unanimously adopted. The Chairman declared the public <br />hearings open and called on the Tax Supervisor to present the plans for extension <br />of the fire districts and to explain the effect of converting a service district to a <br />fire district. Following this, all persons who desired to speak on the matters <br />were recognized. Mr, Foster Neal and a Mrs, Holley were the only persons who <br />asked to speak. Mr. Neal doubted that he would receive a reduction in his insur- <br />ance rates due to the distance from the present fire station to, his home in the <br />Deep River section and sought information about establishing a fire department. <br />Mrs. Holley wanted information about the change in the Carolina Trace area, <br />After all persons had been given an opportunity to speak, Commissioner Bertha <br />L. Matthews moved to close the public hearing. Commissioner Jerry M. Almond <br />seconded the motion and upon a vote it was-unanimously adopted, <br />The Chairman then asked for the pleasure of the Board and <br />Commissioner Jerry M. Almond moved that the Board approve the change of the <br />Carolina Trace Service District to the Carolina Trace Fire District and to approve <br />the extension of the fire districts in accordance with the map presented by the <br />Tax Supervisor and to authorize the County Officials to take appropriate action <br />to implement such changes. Commissioners Cox and Matthews both seconded <br />the motion and upon a vote it was unanimously adopted. <br />The Chairman noted that the Board had received rosters of the <br />Tramway Fire Department and the Lemon Springs Fire Department, both of <br />which had been certified by their respective fire chiefs to be true and accurate. <br />The rosters are attached to these minutes and by this reference made a part here- <br />of. After review and examination of the rosters, Commissioner Jerry M. Almond <br />moved that the Board in its capacity as the governing body over the Tramway and <br />Lemon Springs Fire Departments, certify the rosters presented as true and accurate <br />rosters of the active firemen of said departments and authorize that a certificate <br />
