406 <br />Economic Development Director Bob Heuts stated he was pleased to hear this motion as <br />Director of Economic Development. He stated that over the past 6 months a lot of discussion has taken <br />place by the EDC Board to have more open communication with Commissioners and for the County <br />Manager, City Manager, and Broadway Town Manager to have a seat on the Executive Board. Donnie <br />Oldham, Chairman of the EDC Board thanked Commissioners for their vote and stated he would like to <br />see a good discussion with all stakeholders being on the same page and having a great EDC Board. <br />Commissioner Reives stated he would like to see the EDC Board work on annexation issues with the <br />City of Sanford and to make this a major topic for in 2012. /\ <br />Mr. Reives moved to approve a Resolution Amending the Contract between the Lee County <br />Board of Commissioners and the Lee County Economic Development Corporation, a copy of which is <br />attached to these Minutes and by this reference made a part hereof. Upon <a vote, the results were as <br />follows: \ \ <br />Aye: Hayes, Oldham, Paschal, and Reives <br />Nay: Parks, Shook, and Womack <br />The Chairman ruled the motion had been adopted <br />At this time, Mr. John Anzivino from Springsted Consultants appeared before the Board and <br />discussed the upcoming pay classification study for county employees Mr Anzivino stated the study <br />would be completed by the end of March 2012. No action was taken. <br />Finance Director Lisa Minter presenteded pcwer point presentation regarding the County's <br />finances for fiscal year ended June 30, 2011. Mr, J. P-Jones-from Martin Starnes & Associates, CPAs <br />was also present and stated Lee County had n / A+ rating and no findings or weaknesses were <br />discovered during the audit. No action was taken. �uC � <br />Tax Administrator Dwane Brinson presented *two late listing tax appeals for the Boards' <br />consideration at this time. The- fi`st'appeal was fromiW' illett's Logging where a 10% late list penalty was <br />applied to the business listing after the tax office did not timely receive the listing. Mr. Brinson stated <br />the late listing penalty amounts to-$64.55 in, County revenue and $7.92 in Cape Fear Fire district <br />revenue for a total of $72.47. Commissioner/Womack moved to accept the recommendation of the Tax <br />Administrator to deny the request to forgive the late listing penalty for Willett's Logging as presented. <br />Upon a vote, the results were as <br />, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />the motion had been adopted unanimously. <br />The second late 11tappeal presented by Mr. Brinson was from Carter Bank & Trust. A 10% late list <br />penalty was applied to this business listing after the tax office did not timely receive the listing. Mr. <br />Brinson stated the late listing penalty amounts to $33.07 in County revenue and $23.81 in City revenue <br />for a total of $56.88. Mr. Brinson stated the City would have to vote on their portion of the late listing <br />penalty in the amount of $23.81. Commissioner Womack moved to accept the recommendation of the <br />Tax Administrator to deny the request to forgive the late listing penalty (County portion) for Carter Bank <br />& Trust as presented.
