<br />APPROPRIATIONS FOR WATER AND SEWER TO BE COMMITTED TO LEE COUNTY
<br />WATER SYSTEM - PHASE I
<br />• WHEREAS, In the southwestern section of Lee County there
<br />exist a severe water problem from substandard private water supply
<br />systems which constitute a health and safety bazard to water users;
<br />and
<br />WHEREAS, the water problem area includes subdivisions of Owl's
<br />Nest, Trails End, Bnotts, Whispering Pines, Parkwood I, Parkwood II
<br />and Tramway, along with a part of Jefferson Davis Highway, NC 78 and
<br />including fifteen secondary state roads; and
<br />WHEREAS, the severity of the existing water systems inadequate
<br />or non existent supply and/or mineral contamination has forced resi-
<br />dents to seek alternate water sources, including purchasing of con-
<br />tainer water; and
<br />WHEREAS, the Lee County Board of Commissioners plan to provide
<br />a safe and dependable water source for residents in southwestern Lee
<br />County has authorized the design of Lee County Water System - Phase 1,
<br />to include approximately 7,458 1/f of 12", 31,238 1/f of 811, 18,000 1/f
<br />of 6", 825 1/f of 2" and 7,470 1/f of 3/4" waterlines plus valves,
<br />fire hydrants and other appurtenances. To support and being a part of
<br />the Phase 1 water system there will be constructed a 250,000 gallon
<br />elevated storage tank, drilling of two additional deep wells with
<br />Pumps, control panel and filtration systems along with improvements
<br />to all existing wells; and
<br />WHEREAS, Phase 1 of the Lee County Water System will serve more
<br />than 2,000 persons and a design to serve more than 5,000 population;
<br />and
<br />WHEREAS, the estimated cost of the Lee County Water System -
<br />Phase 1 including construction, engineering, legal, administration,
<br />contingency and site acquisition is $1,057,882; and
<br />• WHEREAS, Lee County Board of Commissioners has and will use
<br />capital funds to provide matching local funds for the Lee County Water
<br />System - Phase 1 project; and
<br />WHEREAS, Lee County on June 20, 1985 submitted a Clean Water
<br />Bond Application to the later Supply Grants Unit, Department of Human
<br />Resources, requesting funds to assist in construction of the Lee Coun-
<br />ty Water System - Phase 1; and
<br />WHEREAS, Chapter 22 - Clean Water Bond Act, .0207 Application
<br />(E) states that "Application must be received by the Division of Envi-
<br />ronmental Management or the Division of Health Services, as the case
<br />may be, prior to the initation of the construction of the project. The
<br />initation of construction after filing of an application and prior to
<br />consideration for state funds will neither exclude the project funds
<br />or guarantee the award of state funds for the project; and
<br />WHEREAS, Lee County's Clean Water Bond Application by a June 26,
<br />1985 correspondence from the Water Supply Grants Department of Human
<br />Resources, was given a Project Number of SBH-1308, an effective date of
<br />July 1, 1985, and was determined to meet the eligibility requirement of
<br />the rules and regulations adopted pursuant to the North Carolina Clean
<br />Water Bond Act of 1977; and
<br />WHEREAS, plans and specifications for the Lee County Water System
<br />Phase 1 were approved by the North Carolina Department of Human Resources
<br />on July 8, 1985, Serial No. T-8935; and
<br />WHEREAS, plans and specifications for the Lee County Water System
<br />Phase 1 have been reviewed by the North Carolina State Clearinghouse and
<br />assigned identification numbers; SAP NO 85000001287 and CFDA NO 98000; and
