9 A Pack X28; <br />Sect 3. In riz' dera'tton of t e Lee County Yol er Fire <br />Departments meeting and carrying out the standards and qualifications as set <br />forth in this resolution, the County of Lee will offer financial aid from <br />funds heretofore and/or hereafter appropriated for the general maintenance <br />and operation of the fire departments as follows, provided, however, no <br />• indivividual volunteer fireman shall receive any renumeration for fire fighting <br />under these benefits; provided further, however, no funds shall be paid to any <br />fire department until said department has been inspected and approved by the <br />Lee County Fire/Service Districts Commission and approved by the Lee County <br />Board of Commissioners: <br />Up to the sum of $2,500.00 shall be paid to each new department <br />for the purchase of fire fighting equipment and first aid and rescue equipment <br />under the Emergency Management Program when these funds are matched by each <br />fire department or district, and the total amount doubled by the Federal <br />Government; provided, however, if Federal funds are not available this condition <br />concerning Federal funds may be waived as a part of this agreement between the <br />County and the local fire department. <br />Section 4. Each fire department receiving funds from Lee County <br />must carry liability insurance on its firemen and equipment, leaving the <br />County free from any responsibility for damages or claims by or against the <br />said fire department. <br />Section 5. The minimum requirements and specifications to he <br />met by the Volunteer Fire Department in Lee County in order to qualify under <br />the terms of this resolution are as follows: <br />(a) Each fire department must have a Fire Chief and as many <br />other officers and men as needed to properly maintain equipment and fight <br />fires, but there shall be a minimum of 22 active members of each department. <br />(b) All departments will carry out an organized training program <br />as approved by the Lee County Fire Commission, and each Fire Chief will keep <br />a written record of the examinations of all members in good standing. <br />(c) Each department must carry out one drill per month, and the <br />• fire truck will be driven a minimum of ten (10) miles each month. <br />(d) Each Fire Department must be incorporated under the laws of <br />the State of North Carolina. <br />(e) Each department must have a traffic department of at least <br />one captain and three members. These men should have instruction in the <br />handling of traffic. All members of each Fire Department should have basic <br />instruction in Red Cross First Aid. <br />(f) No one except members of the Fire Department shall ride the <br />fire truck. <br />(g) Only approved drivers shall drive the fire trucks and these <br />men should be indicated on the membership roster of the department. <br />(h) All fire chiefs must log all calls and fires with adequate <br />records. A regulation Fire Record Book will be furnished by the Fire <br />Commissioner for this purpose. The Fire Chief will be responsible for the <br />filing of any additional reports by the Fire Insurance Rating Bureau or <br />other authorities. <br />(i) Fire truck drivers will drive with caution keeping the truck <br />under control at all times, and it will be the responsibility of the fire <br />chief to stress "safety" throughout the department, especially to the firemen <br />driving their own automobiles to the fires. The conduct of the firemen at <br />the fire will be the responsibility of the Fire Chief. <br />(2) <br />E <br />
