Almond was recognized and he expressed his <br />own appreciation to Mr. William McNeill and to Mr. Phil Allen for the.., <br />services to him on the Recreation Commission, and to Mr. W. M. Womble, <br />Sr, for his services with him on the Airport Commission. <br />Mr. Leonard Barefoot appeared before the Board and presented for <br />consideration, the following plats: <br />1) Ablhreviated Final Plat of South Lee Estates Subdivision, Phase I <br />2) Preliminary Plat of the South Lee Estates Subdivision, Phase II <br />3) Abbreviated Final Plat of Rocky Fork Run Subdivision <br />4) Preliminary Plat of Carr Creek Golf Section of Carolina Trace <br />Subdivision <br />5) Final Plat of the Winchester Estates Subdivision <br />Mr. Barefoot presented copies of each of the plats and reviewed the <br />development and stated that each had received approval by the Planning Board <br />or himself, as required by the Ordinance. Commissioner Jerry M. Almond <br />moved that the plats be approved. Commissioner John R. Dossenbach, Jr. <br />seconded the motion and upon a vote the motion was unanimously adopted. <br />The Chairman recognized Ms. Sally Kenney, representative of the <br />Sanford Herald and Mr. Wayne Staton, who brought members of a local govern- <br />ment class from Central Carolina Technical College. <br />Representatives who live along the Riddle Road, located between the <br />Colon Road and the Lower Moncure Road, appeared before the Board to dis- <br />cuss their need for water and to request that the Board extend water to their <br />area. All of the persons from the area who desired to speak were given the <br />opportunity. County Manager Hartman responded, telling them who owned the <br />water lines in various areas, the source of financing that the County had used <br />and the present policy for extending water to various areas. Mr. Elwin Buch- <br />anan, Grants Director, gave the people a preliminary figure as a guide of what <br />it would cost to extend water in their area. <br />The Board next considered the matter of the request of the Lee County <br />Board of Education for a bond issue for school purposes. <br />Commissioner Jerry M. Almond introduced the following bond order which <br />was read at length: <br />"BOND ORDER AUTHORIZING THE ISSUANCE <br />OF $10, 000, 000 SCHOOL BONDS OF THE <br />COUNTY OF LEE" <br />WHEREAS, the Board of Commissioners of the County of Lee has <br />received and considered a resolution from the Lee County Board of Education <br />including a request that the Board of Commissioners provide and improve <br />additional school facilities in the Lee County School Administrative Unit and submit <br />the question of issuing bonds to accomplish such purpose to the voters of Lee <br />
