Commissioner Jerry <br />M. Almond seconded the motion and upon a vote it was unanimously adopted. <br />The tax releases and refunds as listed by the Tax Supervisor <br />for the month of October, 1985, a copy of which is attached to these minutes <br />and by this reference made a part hereof, were approved, upon motion of <br />Commissioner John R. Dossenbach, Jr., seconded by Commissioner Ray- <br />mond C. Cox, Jr. , and unanimously adopted upon a vote. <br />Mr. Cyrus Womack appeared before the Board concerning <br />approval of a subdivision. It appeared that the Board had given conditional <br />approval contingent upon Mr. Womack acquiring necessary easements or <br />agreements concerning access to the subdivision, but that the necessary <br />agreements had never been executed by all parties concerned. The Board <br />advised Mr. Womack it could not take any action until he had secured the <br />necessary easements or agreements concerning a permanent means of <br />access to the subdivision. <br />Mr. Don Gunderson, Director of Social Services, appeared <br />before the Board and presented a proposal concerning a specialized foster <br />care program. The Board discussed the mattdr at length, following which <br />Commissioner John R. Dossenbach, Jr., made a motion that the Department <br />of Social Services be allowed to proceed to develop a two bed specialized <br />foster care program. Commissioner Jerry M. Almond seconded the motion <br />and upon a vote it was unanimously adopted. <br />Mr. Leonard Barefoot, Planner, appeared before the Board <br />concerning the development of a Land Use Plan for the County. After dis- <br />cussion and review of past actions, Commissioner Jerry M. Almond moved that <br />the Planning Board be authorized to proceed to develop a Land Use Plan for <br />Lee County. Commissioner Raymond C. Cox, Jr. seconded the motion and <br />upon a vote it was unanimously adopted. <br />The Board went into Executive Session to discuss the acquis- <br />ition of a parcel of land, upon motion of Commissioner Jerry M. Almond, <br />seconded by Commissioner Bertha L. Matthews, which motion was unanimously <br />adopted upon a vote. The Board came out of Executive. S es s ion, upon motion of <br />Commissioner Bertha L. Matthews, which motion was seconded by Commiss- <br />ioner John R. Dossenbach, Jr. , and unanimously adopted upon a vote. <br />The Board considered the revised Water Policy as prepared <br />by the Water Committee of the Board. The Board considered the draft <br />entitled "Water System Rules and Regulations for Lee County", as prepared <br />
