6U ~ ~ rAG~ 876 MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR THE COUNTY OF LEE, STATE OF NORTH CAROLINA Monday, November 4, 1985 a The regular meeting for the Board of Commissioners for the County of Lee, State of North Carolina, convened at 9:30 o'clock a. m. , on Monday, November 4, 1985, in the Commissioners' Room on the second floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina. Those present were Commissioners Jerry M. Almond; Raymond C. Cox, Jr.; John R. Dossenbach, Jr. ; John E. Dotterer; and Bertha L. Matthews. Chair- man John E. Dotterer declared a quorum was present and the meeting open for the transaction of business. Chairman John E. Dotterer presided and the following busi- ness was transacted: The invocation was given by Chairman John E. Dotterer. The draft of the minutes of the regular meeting held on Mon- day, October 21, 1985, was considered and upon motion of Commissioner John R. Dossenbach, Jr., seconded by Commissioner Raymond C. Cox, Jr., the Board unanimously adopted them as the official minutes of said meeting and ordered them recorded. Mr. King Moore Willis and Mr. Roger Simmons, of the firm of Deloitte, Haskins & Sells, Certified Public Accountants, appeared before the Board and reviewed and presented to the Board, copies of their audit of the County's transactions for the preceding fiscal year. Following presentation and discussion with Mrs. Beatrice Fields, County Finance Officer, the representatives of the accounting firm left a draft of a contract for next year's auditing services for consideration by the Board. , Mr. Elwin Buchanan, Grants Administrator, appeared before the Board and reviewed the written report prepared concerning the projects being supervised by his office. He presented Change Order No. 4 on Project 11 /4/85 with Blue Construction Company, which provided for construction of 4, 000 foot of water line in .2 segments and the installation of magnetic tape for location purposes. Commissioner John R. Dossenbach, Jr., moved that the Change Order be approved and the Chairman be authorized to sign it on behalf of the County. Commissioner Raymond C.
