6U ~ ~ rAG~ 876 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Monday, November 4, 1985 <br /> <br />a <br />The regular meeting for the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened at 9:30 o'clock a. m. , on <br />Monday, November 4, 1985, in the Commissioners' Room on the second floor <br />of the County Office Building, 200 Wicker Street, Sanford, North Carolina. <br />Those present were Commissioners Jerry M. Almond; Raymond C. Cox, Jr.; <br />John R. Dossenbach, Jr. ; John E. Dotterer; and Bertha L. Matthews. Chair- <br />man John E. Dotterer declared a quorum was present and the meeting open <br />for the transaction of business. <br />Chairman John E. Dotterer presided and the following busi- <br />ness was transacted: <br />The invocation was given by Chairman John E. Dotterer. <br />The draft of the minutes of the regular meeting held on Mon- <br />day, October 21, 1985, was considered and upon motion of Commissioner John <br />R. Dossenbach, Jr., seconded by Commissioner Raymond C. Cox, Jr., the <br />Board unanimously adopted them as the official minutes of said meeting and <br />ordered them recorded. <br />Mr. King Moore Willis and Mr. Roger Simmons, of the firm <br />of Deloitte, Haskins & Sells, Certified Public Accountants, appeared before <br />the Board and reviewed and presented to the Board, copies of their audit of the <br />County's transactions for the preceding fiscal year. <br />Following presentation and discussion with Mrs. Beatrice <br />Fields, County Finance Officer, the representatives of the accounting firm <br />left a draft of a contract for next year's auditing services for consideration <br />by the Board. <br />, Mr. Elwin Buchanan, Grants Administrator, appeared before <br />the Board and reviewed the written report prepared concerning the projects <br />being supervised by his office. He presented Change Order No. 4 on Project <br />11 /4/85 with Blue Construction Company, which provided for construction of <br />4, 000 foot of water line in .2 segments and the installation of magnetic tape for <br />location purposes. Commissioner John R. Dossenbach, Jr., moved that the <br />Change Order be approved and the Chairman be authorized to sign it on behalf <br />of the County. Commissioner Raymond C. Cox, Jr. seconded the motion and <br />
