The Society did not agree with the County's <br />proposal and made a counter offer that the contract provide if the Society <br />ceased to exist, the County be permitted to acquire the Society's property <br />by paying off the existing encumbrances. Dr. Myres stated the Society pre- <br />ferred the alternative of being able to terminate the contract to operate a <br />pound for the County and still being able to continue to operate an animal <br />shelter as an independent entity. A lengthy discussion followed after which <br />Chairman John E. Dotterer reappointed the Commission's committee to con- <br />sider this matter, consisting of Commissioner John R. Dossenbach, Jr. and <br />Commissioner Bertha L. Matthews, and asked the Committee to consider <br />the request and make a recommendation to the Board. <br />Commissioner Jerry M. Almond moved that the contract between the <br />County and Elliot-Ross & Associates, Inc., for technical assistance and <br />appraisal expertise to assist in a real property revaluation program be <br />approved and the designated officers be authorized to execute and deliver <br />same for and on behalf of the County. Commissioner Bertha L. Matthews <br />seconded the motion and upon a vote it was unanimously adopted. <br />Commissioner Bertha L. Matthews moved that the County accept the <br />offer to purchase the Lovelean and Roy Godfrey lands, consisting of approximately <br />23 acres of land adjoining the County Landfill, for $1, 000 per acre. Comm- <br />issioner Raymond C. Cox, Jr, seconded the motion and upon a vote, it was <br />unanimously adopted. <br />Commissioner Jerry M. Almond moved that the proposed budget of <br />$8, 087 to operate a two-bed foster care program for the remainder of the <br />fiscal year be approved and the County Manager be authorized and directed to <br />prepare a budget amendment to provide for such appropriation. Commissioner <br />Bertha L. Matthews seconded the motion and upon a vote, it was unanimously <br />adopted. <br />Commissioner Jerry M. Almond moved that the contract with Deloitte, <br />Haskins & Sells for auditing services in an amount not to exceed $27, 000. 00, <br />be approved and the appropriate County officials be authorized and directed to <br />execute and deliver same for and on behalf of the County, subject only to <br />approval by the Secretary of the Local Government Commission. Commissioner <br />Raymond C. Cox, Jr., seconded the motion and upon a vote it was unanimously <br />approved. <br />Commissioner Jerry M. Almond moved that the Board designate the <br />week of November 17, through the 23rd, as "American Education Week", and <br />that the Chairman be authorized to issue a proclamation to that effect. Comm- <br />issioner Bertha L. Matthews seconded the motion and upon a vote it was unani- <br />mously adopted. <br />
