Commissioner Dossenbach thanked the Board for re-electing <br />him Vice-Chairman of the Board. <br />The Chairman asked the Board its pleasure with respect to the other <br />appointments to be made. Commissioner John R. Dossenbach, Jr. , moved <br />that the Board retain Walter B. Hartman, Jr. , as County Manager for the <br />coming year. Commissioner Raymond C. Cox, Jr., seconded the motion and <br />upon a vote, it was unanimously adopted. <br />Commissioner Raymond C. Cox, Jr., moved that K. R. Hoyle be retained <br />as County Attorney and Clerk to the Board. Commissioner Bertha L. Matthews <br />seconded the motion and upon a vote, it was unanimously adopted. <br />The draft of the minutes of the regular meeting held on Monday, November <br />18, 1985, were considered and upon motion of Commissioner Bertha L. Matthews, <br />seconded by Commissioner Jerry M. Almond, was adopted by a unanimous vote <br />as the official minutes of said meeting and ordered recorded. <br />The Board next discussed road matters and requested Mr: Hartman, the <br />County Manager, to contact the Division's Traffic Engineer about the concern of <br />the Board of speed limits on U. S. Highway 421 (Horner Boulevard) on the west <br />side of Sanford. <br />Representatives of the firm of O'Brien/Atkins, Architects, appeared <br />before the Board and presented schematic drawings of the Wilrik Building and <br />the old Hospital building, as well as a model of the first and second floors of <br />the Wilrik Building. After reviewing the drawings and plans in detail, <br />Commissioner Raymond C. Cox, Jr. moved that the Board approve the concept <br />as presented by the Architects and to authorize them to begin the next phase of <br />work. Commissioner Jerry M. Almond seconded the motion and upon a vote <br />it was unanimously adopted. <br />The written report of Mr. Elwin Buchanan, Grants Administrator, was <br />presented to the Board. <br />The release report for the month of November, 1985, as prepared by <br />the Tax Supervisor, was presented to the Board.
