0 nos 11 06 0 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br /> <br />Monday, January 6; 1986 <br />The regular meeting of the Board of Commissioners for <br />the County of Lee, State of North Carolina, convened at 9:30 <br />a.m. on Monday, January 6, 1986, in the Commissioners' Room <br />on the second floor of the County Office Building, 200 Wicker <br />Street, Sanford, North Carolina. Those present were Commis- <br />sioners Jerry M. Almond, Raymond C. Cox, Jr., John R. <br />Dossenbach, Jr., John E. Dotterer, and Bertha L. Matthews. <br />Chairman John E. Dotterer declared a quorum present and the <br />meeting open for the transaction of business. <br />Chairman John E. Dotterer presided and the following <br />business was transacted: <br />The invocation was given by County Manager Walter B. <br />Hartman, Jr. <br />The draft of the minutes of the regular meeting held on <br />Monday, December 16, 1985, were considered and upon motion of <br />Commissioner Raymond C: Cox, Jr., seconded by Commissioner <br />Bertha L. Matthews, were adopted by a unanimous vote as the <br />official minutes of said meeting and ordered recorded. <br />Dr. Marvin Joyner, President of Central Carolina Tech- <br />nical College appeared before the Board to request support <br />and funding for relocating their Small Business Center to the <br />Southern National Bank Building on Wicker Street. Other <br />persons speaking in favor of this relocation were: Mr. Don <br />Stec, Director of CCTC's Small Business Center, Ms. Mary Jon <br />Jordan, Mr. Al Ankrom, and Ms. Marti Smith, representatives <br />of the business community. After a lengthy discussion, the <br />board expressed their support for this proposal but delayed <br />action on the matter until a later meeting. <br />Mr. John Atkins and Ms. Belinda Stewart, representatives <br />from O'Brien/Atkins Architects, appeared before the Board to <br />present a proposal for the next phase of the county's <br />building project in the amount of $34,870. After some <br />discussion, Commissioner John R. Dossenbach; Jr., moved that <br />the architects be authorized to proceed, seconded by Commis- <br />sioner Bertha L. Matthews, and upon a vote it was unanimously <br />adopted. <br />Ms. Shefr Owensby of the Family Violence and Rape <br />Crisis Association of Lee County appeared before the Board to <br />
