The Board then went back to discussions on the Railroad House application. The application did <br />not give specific details, but stated it would help in the maintenance of the building. There was some <br />concern about the building's status as a historical site. <br />E. Any other matters related to the Manager's FY2019-2020 Recommended Budget <br />County Manager does not have anything else. Commissioner Smith presented the Board with a <br />summary of suggested changes. He proposed a 1 % decrease within most departments in order to <br />reduce the tax rate a half -cent. He presented his recommended changes to the Manager, who made <br />some suggestions. The Manager indicated that, in most of the departments that report to him, there is <br />not a lot of room for cuts. Most of the cuts would essentially be the COLA and the Manager does not <br />know what the cuts would do to the schools. There was discussion as to whether the proposed changes <br />included a 1% decrease for the Sheriff. Commissioner Sharpe, indicated if we are going to do any cuts, <br />the Manager should be the one making them, even though the Board can consider the suggestion. <br />The last matter addressed was Veterans Court. Commissioner Smith and the County Manager <br />went to Veterans Court, last week in Harnett County. Harnett County has been running the Court with <br />grant money and about 34% of the people who go through the program are from Lee County. The <br />Manager indicated Harnett is requesting that our Board help in funding forthis year, to continue running <br />the court from October 1 through June 30. It would cost the County $85,000 and allow the court time <br />to seek additional grants. Commissioner Sharpe made a motion to approve the funding for the veterans <br />court. There was further discussion including what the other counties are funding and the fact that this <br />court helps those veterans who receive less than honorable discharge. Upon a vote, the results were <br />as follows: <br />Aye: Dalrymple, Del Palazzo, Reives, Sharpe, Smith <br />No: None <br />The Chair ruled the motion had been adopted unanimously. <br />III.
