997 <br />The Chairman next recognized Mr. Elwin Buchanan, Grants Administrator, <br />and declared the meeting open for a public hearing on the Community Development <br />Block Grant. Mr. Buchanan made remarks explaining the nature and purpose of <br />Community Development Block Grants. Following Mr. Buchanan's remarks, all <br />interested persons were given an opportunity to speak and express themselves <br />concerning the program. Mr. Buchanan also made available, comment sheets <br />for persons who would like to submit written comments concerning the program. <br />After ample opportunity had been afforded for anyone to speak, the public hearing <br />was closed, upon motion of Commissioner Jerry M. Almond, which motion was <br />seconded by Commissioner Raymond C. Cox, Jr. , and unanimously adopted upon <br />a vote. <br />Mr. William T. Wilson appeared before the Board on behalf of the Lee- <br />Harnett Mental Health Authority and reviewed the Budget Request for the coming <br />year. Mr. Wilson was accompanied by a sizeable delegation. <br />Mrs. Carol Brown appeared before the Board on behalf of the RSVP <br />Program. Mrs. Brown is replacing Mrs. Alice Griffin as head of this Program <br />and was by to introduce herself to the Board and express appreciation for past <br />support. Upon motion of Commissioner John R. Dossenbach, Jr. , duly seconded <br />and unanimously adopted, it was resolved to prepare an appropriate letter of <br />appreciation for Mrs. Griffin's services. <br />Mr. Ken Harmon, former member of the Board of Commissioners appeared <br />before the Board and discussed the RSVP Program and asked the Board to continue <br />to support the program in the future. <br />The Board next heard budget presentations from the following named <br />persons on behalf of the listed agency or County activity: <br />Thomas L.
