• <br />O <br />4~ - 4 -gorn r,;~._~ J7C~ <br />REHABILITATION PROCEDURES <br />The rehabilitation procedure will be as follows: <br />1. Prospective homeowners and landlords will be contacted <br />about applying for rehabilitation assistance. Income <br />and property verification will be requested at this <br />time. The County reserves the right to reject any or <br />all applications. <br />01 <br />cwill <br />2. Homeowners who qualify for a rehabilitation grant <br />ounty <br />have their structure inspected by a member building inspection department to determine if the structure <br />meets the state and county building codes and rehabilitation <br />standards. <br />3. Letters will be sent to each homeowner stating the results <br />of the inspection. If the home does not meet the Minimum <br />Housing Code and Rehabilitation Standards, processing of <br />the owner's application will continue. All statements <br />made by an applicant when applying for Community Development <br />funding to rehabilitate substandard housing will be thor- <br />oughly investigated by the_Lee County Community Development <br />staff (statements of total household income, number of per- <br />sons residing in household, disabled persons in family, <br />applicant's age, etc.) <br />4. An appraisal will be conducted to determine the life <br />expectancy of the property and the economic feasibility <br />of rehabilitation. <br />5. If the application is approved, the department will prepare <br />specifications for the work required to be done to bring <br />the dwelling up to code standards and the county will <br />solicit competitive bids. The Lee County Board of Com- <br />missioners will award the grant between the homeowner and <br />the contractor. <br />6. Before the bids are offered, interested contractors may <br />be taken to view the dwelling units by the Community <br />Development staff. This will enable the contractors to <br />know the exact requirements of the job. <br />7. Upon completion of work and as often as necessary during <br />construction, a member of the building inspection department <br />will inspect the home. If the work meets all specifications, <br />payment will be made directly to the contractor by Lee <br />County. <br />ABOVE LOW-TO-MODERATE INCOME PARTICIPANTS <br />• Owners of substandard housing with above low-to-moderate <br />incomes may participate in the program. These applicants will <br />receive a lower priority than applicants with low-to-moderate <br />
