~~flk ii 97~
Commissioner Almond reported that the Civil Air Patrol had been using
an old rescue vehicle for several yea=s and the County was paying the insurance
premiums on the vehicle. It was further stated to the Board that the vehicle
no longer met the standards for a rescue vehicle and was surplus to the County's
needs and the Civil Air Patrol had offered to purchase the vehicle for $10. 00.
Commissioner Almond moved that the offer be accepted. Commissioner Raymond
C. Cox, Jr, seconded the motion and upon a vote it was unanimously adopted.
Commissioner Jerry M. Almond, on behalf of the committee, moved that
Budget Amendment #06/13/86/20, be approved. He explained that this was a
usual resolution that came at the end of the fiscal year to balance expenditures
and appropriations. Commissioner Raymond C. Cox, Jr. seconded the motion
and upon a vote it was unanimously adopted.
Commissioner Jerry M. Almond moved that the releases and refunds
as approved by the Tax Supervisor and set out in his report for May, 1986,
be approved and authorized. Commissioner Raymond C. Cox, Jr. seconded
the motion and upon a vote it was unanimously adopted.
Commissioner Jerry M. Almond moved that the Budget Ordinance for
drainage work at the Airport which is known as State Project #9. 9354108, be
approved. A copy of the Budget Ordinance is attached to these minutes and by
this reference made a part hereof. Commissioner Raymond C. Cox, Jr.
seconded the motion and upon a vote it was unanimously adopted.
The Board next considered the Budget Ordinance for the fiscal year
1986-87, a copy of which is attached hereto and by this reference made a
part hereof. Commissioner Almond, after reviewing the magnitude of the
Budget Requests considered and the reductions and cuts that had been made
and the time spent in consideration of the needs and the available funds, moved
that the Budget Ordinance, a copy of which is attached to these minutes and by
this reference made a part hereof, be adopted. Commissioner Raymond C. Cox,
Jr. seconded the motion. The County Manager was called upon and he explai ned
the variations between the Budget proposal he submitted and the draft which had
been introduced at this meeting. The changes in the Budget were attributable
to errors in appropriations which needed to be corrected and not changes in the
purpose and intent of the original draft. Commissioner Dossenbach noted for
the record that if the General Assembly gives local governments an additional
one-half cent sales tax that would provide a means for cutting the budget in future
years minus the loss of revenue that would be experienced by revenue sharing.
The Chairman called for a vote on the Budget Ordinance and the Budget was
adopted upon a roll call vote as follows:
AYE: JERRY M. ALMOND, RAYMOND C. COX, JR.,
JOHN R. DOSSENBACH, JR., JOHN E. DOTTERER,
BERTHA L. MATTHEWS
NAY: NONE
