29) <br />/b <br />Several road petitions were presented to the Board and they were <br />referred to the Planning Board for its consideration and recommendations. <br />Road petitions for Brooks Drive, Carson Drive, Dunbar Drive, <br />White Street, Jeffrey Street and St. Joseph Street in the St. Andrews Subdivision, <br />Section IV, were presented to the Board. St. Andrews Subdivision, Section IV, <br />lies within the planning jurisdiction of the City of Sanford and the Subdivision <br />plats were approved by the Sanford Planning Board and the Board of Aldermen. <br />For this reason, these petitions were not presented to the Planning Board of Lee <br />County but were submitted to the Public Works Committee which approved the <br />petitions on June 25, 1986. Commissioner John R. Dossenbach, Jr. moved <br />that the petition requesting the above named streets in St. Andrews Subdivision, <br />Section IV, to be added to the State System of Maintained Roads, be approved. <br />Commissioner Raymond C. Cox, Jr. , seconded the motion and upon a vote it <br />was unanimously adopted. <br />A delegation of citizens from Friendship Village Subdivision appeared <br />before the Board and requested assistance with the problems they are experiencing <br />in their present water system. The spokesmen for the group were Jennifer Kytta, <br />Mary Holt, Sandy Cline and Patricia Baughcome. The petitioners stated that <br />their homes were served by Fisher Utilities System at the present time but that <br />they have to boil their water and that the company will not correspond or return <br />their calls and that the quality of the water and the inattention of the operator was <br />• creating a health hazard. <br />Commissioner John R. Dossenbach, Jr, gave a report on the activities <br />of the Public Works Committee and reported on the following matters: <br />Commissioner Dossenbach moved that the low bid from Carolina Waste <br />Equipment Company for a totally reconditioned refuse truck for the Landfill <br />in the amount of $54, 500. 00, be accepted. The bid tabulation sheet showed <br />that Sanco Corporation submitted bids of $92, 291. 00, another bid for $86, 266. 00, and <br />Carolina Waste Equipment Company submitted a bid for $54, 500. 00. Commissioner <br />Bertha L. Matthews seconded the motion and upon a vote it was unanimously <br />adopted. Commissioner Dissenbach moved that the Preliminary Plat of the <br />James C. Garner Subdivision in Greenwood Township on Lemon Springs Road, <br />be approved. Likewise, he moved that the Final Plat of the James C. Garner <br />Subdivision be approved and that the Final Plat of the Farmstead Subdivision <br />and the Preliminary Plat of the Winding Creek Farm Subdivision be approved. <br />Commissioner Raymond C. Cox, Jr. seconded the motion and upon a vote it was <br />unanimously adopted. <br />Commissioner Jerry M. Almond reported on behalf of the Finance <br />Committee, and on behalf of the committee, moved the approval of the following <br />items: <br />E <br />
