I <br />XX Information <br />Meeting Date: December 13, 2011 Action Item <br />Consent Agenda <br />SUBJECT Commissioners Workshop with the University of North Carolina <br />School of Government — Economic Incentives Law and Practices <br />DEPARTMENT Governing Body <br />CONTACT PERSON Tyler Mulligan — UNC School of Government <br />REQUEST Conduct Workshop on Economic Incentives Law and Practices <br />SUMMARY A few of the Commissioners have recently attended classes <br />conducted by Mr. Mulligan and the School of Government on Economic Development Finance <br />and Economic Development Practices. During those workshops a section on Economic <br />Development Incentive Law was presented by Mr. Mulligan. Information obtained during those <br />workshops then became points of conversations at subsequent Board meetings concerning <br />incentive agreements that the Board was considering. During Board discussions it was <br />suggested that we invite Mr. Mulligan to a future meeting to discuss economic development law. <br />Mr. Mulligan, with approval from the School of Government, agreed to conduct a workshop for the <br />Commissioners as a training session for the entire Board. Mr. Mulligan will present a power -point <br />presentation to the Commissioners and then allow some time for discussion with the Board on <br />Economic Development issues. This will be a session with discussion between the <br />Commissioners, County staff and Mr. Mulligan only as per the rules agreed upon by the County <br />Manager and the SCOG. The Chairman will control the discussion during the workshop. <br />BUDGET IMPACT None <br />ATTACHMENT(S) Mr. Mulligan will have a power -point presentation and handouts at <br />the meeting. Profile for Mr. Mulligan is attached. <br />PUBLIC HEARING No <br />PRIOR BOARD ACTION Numerous discussions and actions have occurred on the subject of <br />the County's economic development incentive policies over the last few years. <br />RECOMMENDATION: Conduct workshop — no action to be taken by Board of Commissioners. <br />
