Ol 2 <br />REQUEST FOR PROPOSAL <br />GRANT APPLICATION SERVICES <br />FY 2011 Community Development Program <br />Lee County Scattered Site Housing Project <br />A. PROBLEM STATEMENT <br />Lee County is eligible for a $400,000 FY 2011 Small Cities Community Development Block <br />Grant (CDBG) from the North Carolina Department of Commerce (DOC) for funds to undertake <br />a Scattered Site Housing (SSH) project. The County is soliciting proposals from qualified <br />consulting firms to complete the FY 2011 SSH application. <br />B. SCOPE OF WORK <br />The County is soliciting proposals for grant writing services necessary to prepare the FY 2011 <br />CDBG- Scattered Site Housing (SSH) grant within the approved budget and schedule. Services <br />to be performed include: <br />• Attend CI workshops about the 2011 SSH project. <br />• Complete all activities and furnish all required documentation to successfully submit a <br />FY 2011 CDBG Scattered Site Housing application. <br />• Attend selection committee meetings. <br />• Attend public hearings related to application as requested by staff. <br />C. CONSULTANT SELECTION PROCEDURES <br />Proposals will be reviewed and evaluated by Sanford /Lee County Community Development <br />staff using the factors outlined In Section F below. A recommendation will be forwarded to the <br />Board of Commissioners for consideration in November. <br />The project is expected to commence immediately upon approval of the Consultant by the <br />County Board of Commissioners and the release of 2011 application guidelines by NC <br />Community Investment and Assistance (CI). Consultant must complete the application by the <br />deadline established by Cl. Time is of the essence. <br />D. FEE PROPOSAL <br />Upon selection of the consultant, a fee will be negotiated based on funding agency guidelines <br />on grant funds available for application preparation. Please provide a not -to- exceed fee and <br />hourly rates for the personnel working directly on the grant application preparation only. <br />E. PROPOSAL CONTENT <br />The Consultant's proposal must contain four parts: <br />1. Technical Approach /Understanding of Program. Describe the approach to be taken in <br />addressing the proposed scope of work. This description is to include delineation of specific <br />tasks to be undertaken and a project schedule showing start and completion dates for all <br />major tasks. At this time, the County is open to considering any activities eligible for SSH <br />funds including, but not limited to, acquisition /relocation, reconstruction, rehabilitation and <br />emergency repairs. <br />Request for SSH 2011 Grant Application Serves Proposal 2 <br />
