Any additional <br />business that needs to be addressed by the Board of Commissioners will be conducted after the <br />workshop on the 13' Commissioner Reives moved to approve the December meeting schedule as <br />presented above. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner James Womack discussed the County's Public Records Requests Policy and the <br />per copy cost of photocopying paper copies. Commissioner Womack moved to change the County's <br />Public Records Request Policy to reflect the following: <br />A. That the County reduce its photocopying fee of .10 per page to .04 per page, or the <br />current contract rate for photocopying; and that the photocopying fee will be waived for <br />all requests of 25 pages or smaller, this to preclude processing payments and producing <br />receipts valued at less than a dollar, and <br />B. That, in consideration of INC General Statute 132- 6.2(b) and the opinion of the General <br />Assembly's staff attorney, the county add a provision for charging a "reasonable fee" for <br />estimating, processing, compiling, and transmitting public records requests of a large or <br />complicated nature; said fee being determined by the actual labor costs of the <br />individual /s required to fulfill the request. <br />C. Also move that this policy be made retroactive to include all pending records requests <br />received but not yet fulfilled by the County. <br />Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a request from the Health Department to write off $12,610.74 in bad debt <br />write -off for FY 2009 -10 that had been pulled from the Consent Agenda. Commissioner Oldham <br />questioned if credit cards could be accepted to help collect bills in the Health Department. Health <br />Director Terrell Jones stated he and the Finance Director had a meeting scheduled with First Citizens <br />on November 15` to discuss the possible use of credit cards for payments in his department. After <br />further discussion, Commissioner Hayes moved to approve the bad debt write -off for the Health <br />Department in the amount of $12,610.74.
