If the spending rate continues at its current <br />pace, we will have spent our recommended eight (8) month al- <br />location before the end of January, 1987. This is, in all <br />likelihood, attributable to our,-continued 'high unemployment <br />(9.7% to 9.9%.`. Layoffs in`the.construction industry due <br />• to the completion of the Shearon.Harris Nuclear Plant con- <br />tinue to affect our caseloads. For the cases approved dur- <br />ing November of 1986, tHe,.families involved had average <br />monthly income of S171 and average assets of S12 per family. <br />Only six of the nineteen approved cases in November, 1986, <br />were current AFDC recipients. Families seem less hesitant <br />to apply for one time (rather than on-going) types of assist- <br />ance. It is evident that there is a great need for this type <br />of program. <br />To continue funding for this mandatory program, I am <br />requesting that the Commissioners take the following actions: <br />Expense Line Item: <br />#1100-5349-426 Emergency Assistance - AFDC-EA <br />Appropriate $20,000 <br />Revenue Line Item: <br />• #1100-3537-330 Emergency Assist. - AFDC-EA <br />Add $15,000 <br />An Equal Opportunity Employer <br />
