MINUTES OF THE REGULAR MEETING OF THE BOARD <br />OF COMMISSIONERS FOR THE COUNTY OF LEE, STATE <br />OF NORTH CAROLINA <br />Monday, February 2, 1987 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened in the Commissioners Room on the <br />second floor of the County Office Building, 200 Wicker Street, Sanford, North <br />Carolina, on Monday, February 2, 1987, at 9:30 o'clock a.m. Those present <br />were Commissioners Raymond C. Cox, Jr. ; John R. Dossenbach, Jr.; John <br />E. Dotterer; Bertha L. Matthews; and Gordon A. Wicker. <br />The Chairman declared a quorum present and the meeting open for the <br />transaction of business. <br />Chairman John E. Dotterer presided and the following business was <br />transacted: <br />The invocation was given by Chairman John E. Dotterer. <br />The draft of the minutes of the regular meeting held on Monday, January <br />19, 1987, were reviewed and considered. Commissioner Bertha L. Matthews <br />moved that the draft of the minutes be adopted as the official minutes of the <br />meeting and, when signed, be recorded. Commissioner Raymond C. Cox, Jr. <br />seconded the motion and upon a vote, it was unanimously adopted. <br />The Board next considered the notice received from the Lee County <br />Board of Education that the "Agriculture Building" site on Swann Avenue in <br />Broadway had been declared surplus to its needs. The Board considered <br />requesting the price of the property but later decided it had no need for the <br />property. Commissioner Gordon A. Wicker moved that the Board of Education <br />be advised that the Board of Commissioners did not desire to purchase the prop- <br />erty known as the "Agriculture Building" at the Broadway School site. Comm- <br />issioner Bertha L. Matthews seconded the motion and upon a vote it was unani- <br />mously adopted. <br />Mr. Leonard Barefoot, County Planner, appeared before the Board, together <br />with Mr. B. M. Kelly, owner of the property which is subdivided on plat entitled <br />"Final Plat of the B. M. Kelly Subdivision, Section III". Mr. Kelly reviewed the <br />mining laws which prescribed the reclamation process which must be followed <br />with respect to land which had been strip-mined and also reviewed the restrictive <br />covenants which have been impressed upon the property.
