Commissioner John R. Dossenbach, Jr. seconded the motion and upon a <br />vote, the motion was unanimously adopted. <br />Mr. Bill Shubert appeared before the Board to complain about the manner in <br />which Mr. Donnie Simpson has failed to maintain the roads in Trails End Subdivision. <br />Mr. Shubert was advised to consult an attorney. <br />County Manager, Jim Mills, presented to the Board for its review, the Block <br />Grant Anti-Poverty Plan submitted by the Johnston-Lee Community Action, Inc., <br />for the project period of 06/01/87 to 05/31/88. After discussion and review, <br />Commissioner Gordon A. Wicker moved that the Community Anti-Poverty Plan <br />for Fiscal Year 1987 Community Services Block Grant funds be approved and the <br />Chairman be authorized to execute and deliver the certification that such plan had <br />been submitted to the Board for review. Commissioner Bertha L. Matthews <br />seconded the motion and upon a vote, the motion was unanimously adopted. <br />The Board observed a short recess at this point. <br />Following the recess the Board resumed its meeting with all members in <br />attendance. <br />County Manager Jim Mills recommended that the Board adopt a resolution <br />authorizing the use of an electronic check signing machine with facsimile signatures. <br />Commissioner Raymond C. Cox, Jr. moved the adoption of the following resolution: <br />RESOLUTION PERTAINING TO CHECK SIGNING <br />PROCEDURE <br />WHEREAS, First-Citizens Bank & Trust Company, Sanford, North <br />Carolina, has been designated as the central depository for all funds <br />of Lee County, North Carolina; and <br />WHEREAS, all checks and drafts drawn against said funds shall be <br />signed by one of the following county officials: <br />
