Matthews seconded the motion and upon a vote, <br />the motion was unanimously adopted. <br />Mr. Elwin Buchanan, Grants Administrator, appeared before the Board <br />and presented an agreement with CSX Transportation, Inc. <br />concerning the crossing of the railroad right of way by the Lemon Springs Water line. <br />Commissioner Bertha L. Matthews moved that the agreement be approved and the <br />proper officers of the County be authorized to execute and deliver the agreement. <br />Commissioner Raymond C. Cox, Jr. seconded the motion and upon a vote, the motion <br />was unanimously adopted. <br />Mr. Elwin Buchanan, Grants Administrator, appeared before the Board and <br />presented the bids received for rehabilitation of houses pursuant to CD Project No. <br />86-C-7214, a copy of the bid tabulation sheet is attached to these minutes and by this <br />reference incorporated herein. Mr. Buchanan recommended that the low bids be <br />accepted. Commissioner John R. Dossenbach, Jr. moved that the following low bids <br />be accepted and the proper officers of the County be authorized to execute and deliver <br />contracts for the performance of the work set out in the invitation for bids: <br />(a) The bid of Rectangle Construction Company in the amount of $16, 500. 00 <br />for rehabilitation of the property of Catherine McLean, 200 Sheree Lane (Contract No. <br />12). <br />(b) The bid of Ezra Pierce in the amount of $14, 810. 00 for rehabilitation of the <br />property of Mrs. A. Craven, 203 Sheree Lane (Contract No. 13). <br />(c) The bid of Rectangle Construction Company in the amount of $8, 425. 00 <br />for rehabilitation of the property of Mrs. A. Craven, 208 Sheree Lane (Contract No. <br />14). <br />(d) The bid of Daniel Everwine in the amount of $8, 425. 00 for rehabilitation <br />of the property of Clautine Reives, 710 San-Lee Drive (Contract No. 21). <br />(e) The bid of Rectangle Construction Company in the amount of $11, 275. 00 <br />for rehabilitation of the property of Charles Alexander, 716 San-Lee Drive (Contract <br />No. 22), provided Mr. Alexander pays the sum of $6, 740. 00 of said bid. <br />(f) The bid of Ezra Pierce in the amount of $14, 500. 00 for the rehabilitation <br />of the property of Veronica Evans, 619 San-Lee Drive (Contract No. 32). <br />Commissioner Gordon A. Wicker seconded the motion and upon a vote the <br />motion was unanimously adopted. <br />Mr. Elwin Buchanan, Grants Administrator, appeared before the Board and <br />presented for consideration a budget amendment for the Sanford-Lee County Airport <br />Drainage Project No. 1 - State Work Order No. 9. 9354108, which he recommended <br />be adopted in accordance with resolution accepting a grant increase adopted by the <br />Board on November 15, 1986. After considerable discussion between the members <br />of the Board concerning Airport matters, Commissioner Raymond C. Cox, Jr. <br />moved that the budget for Drainage Project No. 1 (State Work Order 9. 9354108) at <br />
