12 154 Mr. Elwin Buchanan, Grants Administrator, appeared before the Board and presented an application for a grant in the amount of $18, 437. 00 under the Clean Water Bond Act Program, which he recommended be approved. After discussion and review, Commissioner Raymond C. Cox, Jr. moved that the application be approved and that the proper officers of the County be authorized to execute and submit it to the appropriate state agency. Commissioner Gordon A. Wicker seconded the motion and upon a vote, the motion was unanimously adopted. Mr. Elwin Buchanan, Grants Administrator, appeared before the Board and presented a Change Order to the Contract for water lines at River Run Subdivision and the Lemon Springs Water line. Mr. Buchanan explained the circumstances and requested approval of the Change Order. After discussion and review, Commissioner John R. Dossenbach, Jr. moved that the change to the contract be approved and the proper officers of the County be authorized to execute and deliver it. Commissioner Bertha L. Matthews seconded the motion and upon a vote, the motion was unanimously adopted. County Manager Jim Mills, presented to the Board, Budget Amendment No. 03/23/87/16 to reflect the change made by the Change Order to the River Run and Lemon Springs Water Line contract.
