Cox, Jr, seconded the motion and upon a vote, <br />it was unanimously adopted. <br />The Chairman brought up for consideration the action of the 19856 General <br />Assembly which mandated local governments to pay for increased retirement <br />benefits for local law enforcement officers. After discussion, Commissioner Ray- <br />mond C. Cox, Jr. , moved the adoption of the following: <br />RESOLUTION PERTAINING TO LAW ENFORCEMENT <br />OFFICERS' RETIREMENT COMPENSATION MANDATE <br />WHEREAS, the 1986 General Assembly enacted legislation <br />mandating local governments to pay for increased retirement benefits <br />for local law enforcement officers; and <br />WHEREAS, the implementation of this legislation will cause <br />irreparable damage to the relationship of Lee County government <br />to its employees, since this legislation mandates inequity; and <br />WI; EREAS, the funding of this retirment mandate from local <br />sources will require an increase in property taxes for all of the <br />property owners in Lee County; and <br />WHEREAS, we are informed that the Aldermen and Mayor <br />of the City of Sanford strongly oppose the implementation of this <br />legislation because of the tremendous increase in cost, which must be <br />transferred to the property owners in the City of Sanford; and <br />WHEREAS, the North Carolina Association of County Comm- <br />issioners has adopted, as a priority legislative goal for 1987, the <br />enactment of legislation to mitigate the financial consequences of the <br />1986 legislation which places an excessive financial burden on counties; <br />NOW, THEREFORE, BE IT RESOLVED by the Lee County <br />Board of Commissioners that a request be made to the Lee County <br />state legislative delegation to introduce and support legislation in the <br />1987 session that would provide state funds for the entire cost of the <br />expanded Law Enforcement Officers' Retirement Compensation granted <br />by the North Carolina General Assembly in 1986. <br />Commissioner John R. Dossenbach, Jr., seconded the motion and upon <br />a vote it was unanimously adopted. <br />County Manager James Mills, advised the board that it would sit as a <br />Board of Equalization and Review on May 4, 1987. <br />County Manager James Mills advised the Board that the next regular <br />meeting is scheduled for Monday, April 20, 1987, but that is Easter Monday, <br />a legal holiday, and under General Statute 153A-40(a), the meeting will be <br />
