Dossenbach, Jr„ seconded the motion and <br />upon a vote, the motion was unanimously adopted. <br />The Board then discus sed various services performed by both County <br />government and Municipal governments. Among those enumerated were tax <br />collection, inspections, and 911 telep'ione nrimbers. Commissioner John R. <br />Dossenbach, Jr., moved that the County Manager develop proposals to combine <br />these functions and to authorize him to make the overture to initiate discussion with <br />the authorities of the municipalities in the County. Commissioner. Raymond C. Cox, <br />Jr. , seconded the motion and upon a vote, the motion was unanimously adopted. <br />The Board next discussed the proposed change to Chapter 105 of the <br />Session Laws of 1961 requested by the City of Sanford as reported in th3 Sanford <br />Herald. After discussion Commissioner John R. Dossenbach, Jr. moved the <br />adoption of the following resolution: <br />WHEREAS, Chapter 105, Session Laws of 1961 as enacted <br />provided for an equal division of the net profits between the City of <br />Sanford and the County of Lee; and <br />WHEREAS, Chapter 105, Session Laws of 1961 provided <br />that its provisions for the operation of Alcoholic Beverage Control <br />Stores would be implemented only if approved by a majority of the <br />voters at a special election; and <br />WHEREAS, a majority of the voters at a special election <br />held for such purpose approved the establishment of ABC stores in <br />accordance with said Act; and <br />WHEREAS, the proposed action requested by the City of <br />Sanford authorities would change the distribution in contravention of <br />the vote of the people; and <br />WHEREAS, North Carolina General Statute 18B-805(e) <br />provides a remedy by general law whereby the relief sought by the <br />City of Sanford could be addressed; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD <br />OF COMMISSIONERS AS FOLLOWS: <br />1. That it opposes the proposed Amendment of the City <br />of Sanford which would change the distribution of revenue as <br />
