ae 12 317 <br />M <br />schedule prepared for the 1988 Lee County Re-evaluation Project. All <br />urged the approval of the Schedule of Land Values. The Chairman thanked the <br />parties for their appearance and the Board took the matter of the Land Use Schedule <br />under advisement. <br />Mr. William L. Connolly of the North Carolina Department of Revenue <br />appeared before the Board and discussed the appointment of a Special Board of <br />Equalization and Review and presented data as to the suggested make-up of such <br />a Board and also presented material as to how many counties had appointed <br />Special Boards of Equalization and Review. The Chairman thanked Mr. Connolly <br />for his appearance and the information provided. <br />Mr. Thomas A. Ritter, head of the Jail and Detention Branch of the <br />North Carolina Department of Human Resources appeared before the Board and <br />urged that the Board give consideration to replacing the Lee County jail with a <br />more up-to-date facility which would meet both constitutional and State require- <br />ments for housing prisoners. Sheriff Billy Bryant also appeared with regard to <br />this matter. <br />Mr. Billy Ray Cameron, Emergency Management Director appeared <br />before the Board and gave the Board a report on Emergency Preparedness <br />Activities. <br />Mr. Elwin Buchanan, Grants Administrator, appeared before the Board <br />and presented a Resolution concerning acceptance of a grant. After discussion, <br />Commissioner Raymond C. Cox, Jr. moved the adoption of the following Resolution: <br />WHEREAS, the Board of Commissioners of Lee County has <br />determined it to be to the best interest of the citizens of Lee County <br />to provide for the design and construction of a 12-inch waterline from the <br />Cumnock Area Water Plant and tank to connect with the present water <br />system at the intersection of Pendergrass Road and US Highway #1 in <br />Tramway, and <br />WHEREAS, Lee County has applied to the Economic Development <br />Administration (EDA) for a program grant to assist with the construction <br />and implementation of this waterline from the Cumnock Area to the <br />intersection of Pendergrass Road and US Highway #1, EDA Project <br />#04-01-03516, and <br />WHEREAS, the Economic Development Administration (FDA) has <br />
