IZ pW 1337 <br />Buchanan requested such action to enable the contractor to make preparations <br />for the carrying out of the contract which was urgently needed in this project. <br />Commissioner Raymond C. Cox, Jr, moved awarding of the contract for <br />contract #86-C-7214 in the San-Lee Heights area #3 for water, sewage and street <br />contract to J. C. Johnson Construction Company in the amount of $244, 088. 00. <br />Commissioner Bertha L. Matthews seconded the motion and upon a vote the results <br />were as follows: <br />AYE: Cox, Dossenbach, Matthews, Wicker and Dotterer <br />NAY: None <br />The Chairman ruled that the resolution had been unanimously adopted. <br />The Board next considered the adoption of a policy on the adjustment of <br />water bills as a result of leakage on the customer's side of the water meter. <br />Commissioner Dossenbach presented the views of the Public Works Committee <br />and moved the adoption of that committee's recommendation. The Board began <br />a discussion of this policy and following the discussion, Commissioner Dossenbach <br />withdrew his motion. Commissioner Gordon A. Wicker moved that the following <br />be adopted as the Board's policy on adjustment of water billing as a result of <br />leakage on the customer's side of the water meter: <br />A monthly customer water bill may be adjusted due to <br />excessive water usage as a result of a leak in the customer's <br />water system if the following qualifications are met: <br />1. Provide the County with a certification from a licensed plumber <br />that the leak has been repaired <br />2. The water supply line from the water meter to the residence is <br />more than 12 inches underground <br />The formula for adjustment of the monthly water billing shall be <br />as follows: <br />1. Determine the average of the last 3 months billing <br />2. Determine what 100% of the 3 months average billing would be <br />3. Add the 3 months average billing and the 100% factor together <br />4. Customer pays the lower amount of the actual billing or the sum <br />of Item 3 <br />In case of a catastrophic leak in a customer's water system, the <br />customer may appeal to the Board of County Commissioners for an <br />adjustment. <br />Commissioner Bertha L. Matthews seconded the motion and upon a vote the <br />results were as follows: <br />AYE: Cox, Matthews, Wicker and Dotterer <br />
