Wicker brought up the rehabilitation work being done in this area and expressed the opinion that the Federal program's guidelines permitted rehabilitation work to be done which cost more than the value of the structure. Commissioner Wicker moved that the Board go on record that it was the sense of the Board that the regulations for rehabilitation as presently constituted permitted waste of needed assets and allowed for uneconomic rehabilitation. Commissioner Bertha L. Matthews seconded the motion, and upon a vote, the results were as follows: AYE: Cox, Dossenbach, Matthews, Wicker and Dotterer. NAY: None. The Chairman ruled that the resolution had been unanimously adopted. Mr. Elwin Buchanan introduced a Project Ordinance for the Golden Poultry water facilities for consideration by the Board. The Board reviewed the Ordinance following which Commissioner John R. Dossenbach, Jr, moved the adoption of the following Project Ordinance: BE IT ORDAINED by the Lee County Board of Commissioner that, pursuant to Section 13. 2 of Chapter 159 of the General Statutes of North Carolina, the following Grant Project Ordinance is hereby adopted: SECTION 1. The project authorized is the Community Development Project described in the work statement contained in the Grant Agreement No. 87-C-7569 between this Unit and the Department of Natural Resources & Community Development and FDA Project No. 04-01-03516 Public Works Project, U. S. Department of Commerce, Economic Development Admini- stration. This project is more familiarly known as the Golden Poultry Water Facilities. SECTION 2. The EDA Project is for the construction of 10. 2 miles of waterline and an elevated storage tank. The CDBG Project is a portion of the EDA Project comprised of the construction of an elevated storage tank and the waterline linking the water tank to Golden Poultry's Lee County Facility. SECTION 3. The $750, 000 in CDBG Funds must be used for line items approved by the Division of Community Assistance and in approved amounts. SECTION 4. The officers of this Unit are hereby directed to proceed with the Project within the terms of the grant Documents, CDBG and EDA and budget contained herein, for the period December 21st, 1987, to January 1, 1990.
