Wicker brought up the rehabilitation work being done in this area <br />and expressed the opinion that the Federal program's guidelines permitted rehabilitation <br />work to be done which cost more than the value of the structure. Commissioner <br />Wicker moved that the Board go on record that it was the sense of the Board that the <br />regulations for rehabilitation as presently constituted permitted waste of needed <br />assets and allowed for uneconomic rehabilitation. Commissioner Bertha L. Matthews <br />seconded the motion, and upon a vote, the results were as follows: <br />AYE: Cox, Dossenbach, Matthews, Wicker and Dotterer. <br />NAY: None. <br />The Chairman ruled that the resolution had been unanimously adopted. <br />Mr. Elwin Buchanan introduced a Project Ordinance for the Golden Poultry <br />water facilities for consideration by the Board. The Board reviewed the Ordinance <br />following which Commissioner John R. Dossenbach, Jr, moved the adoption <br />of the following Project Ordinance: <br />BE IT ORDAINED by the Lee County Board of Commissioner that, <br />pursuant to Section 13. 2 of Chapter 159 of the General Statutes of North <br />Carolina, the following Grant Project Ordinance is hereby adopted: <br />SECTION 1. The project authorized is the Community Development Project <br />described in the work statement contained in the Grant Agreement No. <br />87-C-7569 between this Unit and the Department of Natural Resources & <br />Community Development and FDA Project No. 04-01-03516 Public Works <br />Project, U. S. Department of Commerce, Economic Development Admini- <br />stration. This project is more familiarly known as the Golden Poultry <br />Water Facilities. <br />SECTION 2. The EDA Project is for the construction of 10. 2 miles of <br />waterline and an elevated storage tank. The CDBG Project is a portion of <br />the EDA Project comprised of the construction of an elevated storage tank <br />and the waterline linking the water tank to Golden Poultry's Lee County <br />Facility. <br />SECTION 3. The $750, 000 in CDBG Funds must be used for line items <br />approved by the Division of Community Assistance and in approved amounts. <br />SECTION 4. The officers of this Unit are hereby directed to proceed <br />with the Project within the terms of the grant Documents, CDBG and <br />EDA and budget contained herein, for the period December 21st, 1987, to <br />January 1, 1990. <br />
