County Manager Jim Mills reported that the Environmental Engineering <br />Report reveals that all materials containing asbestos have been properly removed <br />from the main hospital building and the nursing home. During the removal process <br />the general public, the employees of the County Social Services Department, and <br />the workers performing the removal were never endangered. <br />Commissioner John E. Dotterer joined the meeting and assumed the <br />chair as Chairman and presided over the further deliberations of the Board. <br />County Manager Jim Mills reported on the parking lot renovation and <br />the gravel at the parking lot on Steele and Cross Streets. Commissioner Gordon A. <br />Wicker requested that follow-up work be done to help remove the water that stands <br />in the alley leading into the parking deck. Commissioner Raymond C. Cox, Jr. <br />recommended that the rope fencing be removed from the lower end of the Steele <br />Street parking lot to allow better access to the agricultural building. <br />County Manager Jim Mills reported on various activities and projects <br />being performed by the Maintenance Department. <br />County Manager Jim Mills reported that the National Association of <br />Counties would hold a meeting in Washington, D. C. in March. It was determined <br />that Commissioner Cox, Matthews, Dossenbach, and County Manager Mills would <br />attend this meeting. County Manager Mills repcrted that the annual meeting of the <br />National Association of Counties will be held in California in August of 1988. <br />County Manager Jim Mills presented a request from the owners of <br />the property formerly known as the Carolina Hotel, in which they requested <br />relief of taxes because of the change from exempt to taxable property which <br />resulted in no notification being given to the owners until the tax bills were <br />received. Commissioner Raymond C. Cox, Jr, moved that the request be <br />approved and Commissioner Bertha L. Matthews seconded the motion. Upon a <br />vote the results were as follows: <br />AYE: Cox, Matthews, Wicker and Dotterer. <br />NAY: None. <br />The Board next discussed litter problems on the county roads but no <br />formal action was taken. <br />Chairman John E.
