County Manager Jim Mills reported that the Environmental Engineering Report reveals that all materials containing asbestos have been properly removed from the main hospital building and the nursing home. During the removal process the general public, the employees of the County Social Services Department, and the workers performing the removal were never endangered. Commissioner John E. Dotterer joined the meeting and assumed the chair as Chairman and presided over the further deliberations of the Board. County Manager Jim Mills reported on the parking lot renovation and the gravel at the parking lot on Steele and Cross Streets. Commissioner Gordon A. Wicker requested that follow-up work be done to help remove the water that stands in the alley leading into the parking deck. Commissioner Raymond C. Cox, Jr. recommended that the rope fencing be removed from the lower end of the Steele Street parking lot to allow better access to the agricultural building. County Manager Jim Mills reported on various activities and projects being performed by the Maintenance Department. County Manager Jim Mills reported that the National Association of Counties would hold a meeting in Washington, D. C. in March. It was determined that Commissioner Cox, Matthews, Dossenbach, and County Manager Mills would attend this meeting. County Manager Mills repcrted that the annual meeting of the National Association of Counties will be held in California in August of 1988. County Manager Jim Mills presented a request from the owners of the property formerly known as the Carolina Hotel, in which they requested relief of taxes because of the change from exempt to taxable property which resulted in no notification being given to the owners until the tax bills were received. Commissioner Raymond C. Cox, Jr, moved that the request be approved and Commissioner Bertha L. Matthews seconded the motion. Upon a vote the results were as follows: AYE: Cox, Matthews, Wicker and Dotterer. NAY: None. The Board next discussed litter problems on the county roads but no formal action was taken.
