Inv 12 r-4~E 36? <br />The Chairman announced the Board would hear anyone who wished <br />to be heard with respect to the Land Development Plan. The following persons <br />addressed the Board: <br />Mr. Edward Harris of Pocket Township who stated that the plan alarmed <br />him; that he was worried about people being able to use mobile homes. <br />Mr. Bobby Hall, a member of the Planning Board, advised the Board <br />he was against the plan. Mr. Hall congratulated the developers operating in Lee <br />County. He stated he did not wish to discourage industry and felt that the one acre <br />for mobile homes was too restrictive. <br />Mr. Van Croce, one of the developers, appeared before the Board and <br />stated in his opinion the present plan was a no-growth plan and is discriminatory, <br />had no space for low income people, that the lots were too large. He was against <br />requirement for street paving and thought the entire plan should be thrown out. <br />Mr. James Morgan who lives on High Ridge Drive, Sanford, said the <br />Board should consider what this plan will cost. He also read excerpts from the <br />U. S. News and Washington Post about a Supreme Court ruling in California <br />concerning land use plan. <br />Mr. Harold Granger who lives in Lee County but works in Moore <br />County was worried about manufactured homes. Felt the plan was biased; that <br />he was a blue collar worker with low income; that low income people have to have <br />a place to live and felt this plan did not provide for their' needs. <br />Mr. Albert Adcock, a developer, appeared and advised the Board he <br />was against the plan; that very little prime farm land was lost to development; <br />that he did not think leapfrogging was a bad development practice; that Lee County <br />has very few unpaved streets; that he opposes zoning and that if we seek increased <br />jobs then we have no need for more governmental employees. <br />Mr. Russ Patterson, principal in a mining operation, appeared before <br />the Board and stated in his opinion none of the people who developed the plan had <br />enough education to do the job; thought the adoption of a land use plan ought to be up <br />to land owners; that each land owner be given one vote per acre; that the development <br />of a land use plan wherein land owners could not vote is the same as taxation without <br />representation. <br />Mr. Leon Caster of Broadway community is 83 years of age and had <br />been advised that the land development plan would not allow a farmer to sell his <br />farm land, and if so it was discrimination against the aged and he wants to be able <br />to sell his land like wants to and is 100% opposed to the plan. <br />Mr. Frank Barringer spoke in favor of the plan. He stated the <br />development of greenways would provide a habitat for wild life; that the government <br />needed to preserve timber lands and other properties to insure the quality of life <br />in the area. <br />
