o~< 12 rasE 36r;
AYE: Cox, Dossenbach, Matthews, Wicker and Dotterer.
NAY: None.
The Chairman ruled that the resolution had been unanimously adopted
and the public hearing was now open.
The Chairman announced that the Board would hear anyone who wished to
be heard on the advisability of the project and the issuance of revenue bonds
to finance the project. The names and addresses of the persons who were present
and summaries of their oral comments are set forth below:
Ronell E. Dowdy of 109 West Forest Oaks Drive, Sanford, appeared
and objected to the project. Dowdy stated that the past operations of the quarry
upset the water table, and also the blasting caused cracks in the houses in the
neighborhood.
Claude I. For these reasons, she objected to the quarry being
re-opened.
Mr. Frederic K. Graef of 9009 Deep River Road, Sanford stated that he
owned approximately 400 acres next to the quarry site; that he was aware the
quarry was there when he bought his land, and while they were in operation he had
some trouble with his well. His neighbors have complained to him that they also
had trouble with their wells. He stated he was afraid the operations would affect his
operations; that he had a ten acre pond, it was important to the operation and
maintenance of his herd of cows. He primarily wanted assurance about the explosives
and some method whereby the explosions would not be severe.
Mr. Russ Patterson of Boone Trail Road, Sanford, appeared before
the Board. Mr. Patterson stated that people who had complaints about the operations
of the quarry should complain to state authorities. He objected to the County
participating in industrial revenue bonds which he contended were guaranteeing the
