eou 12 rwjr 381 <br />MINUTES OF THE SPECIAL MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />THURSDAY, FEBRUARY 11, 1988 <br />A special meeting of the Board of Commissioners for the County of <br />Lee convened in the Commissioners' Room on the second floor of the County Office <br />Building, 200 Wicker Street, Sanford, North Carolina, on Thursday, February 11, <br />1988, at 4:00 o'clock P. M. The same being the time, date and place specified <br />in the call of said meeting issued by the Chairman. <br />Those present were: Commissioners Raymond C. Cox, Jr. ; John R. <br />Dossenbach, Jr. ; John E. Dotterer; Bertha L. Matthews and Gordon A. Wicker. <br />The Chairman declared a quorum present and the meeting open for the transaction <br />of business. <br />Chairman John E. Dotterer presided and the following business was <br />transacted: <br />The invocation was given by County Attorney K. R. Hoyle. <br />Chairman John E. Dotterer brought up for discussion the proposed <br />location of the adolescent substance abuse halfway house at 404 Main Street, <br />Jonesboro Heights, Sanford, North Carolina. Following the Chairman's introductory <br />remarks he invited any of the residents of that neighborhood or other interested <br />persons to speak. Messrs. Russell Mann, Sam Womble and Glen Matthews all <br />spoke in opposition of the location of the halfway house in that neighborhood. None <br />of the speakers were opposed to the program or to the establishment of such a <br />home but they expressed strong opposition to the location at 404 Main Street. <br />Mayor Rex McLeod of the City of Sanford also appeared and expressed similar <br />sentiments. <br />Mr. Mansfield Elmore explained the role of the local Mental Health <br />Authority, as did Mr. Harry Thomas. <br />After all persons had had an opportunity to speak, Commissioner <br />John R. Dossenbach, Jr. , moved the adoption of the following Resolution, and <br />requested that it be furnished to the appropriate Mental Health Officials at all <br />
