42.1 <br />X <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />114 Inc 1114-1111_11-nIn, -1.11, -1 <br />WEDNESDAY, APRIL 20, 1988 <br />The regular meeting of the Board of Commissioners for the County of Lee, <br />State of North Carolina, convened in the Commissioners' Room on the second floor <br />of the County Office Building, 200 Wicker Street, Sanford, North Carolina, on <br />Wednesday, April 20, 1988, at 9:00 o'clock P. M. Those present were Commissioners <br />Raymond C. Cox, Jr. ; John R. Dossenbach, Jr. ; John E. Dotterer; Bertha L. <br />Matthews; and Gordon A. Wicker. The Chairman declared a quorum present and the <br />meeting open for the transaction of business. <br />Chairman John E. Dotterer presided and the following business was <br />transacted: <br />The bids received on the Cumnock-Tramway water line were presented to the <br />Board. A copy of the bids are attached to these minutes and by this reference made a <br />part thereof. The low bid was submitted by Blue Construction Company and the <br />engineers, after reviewing the bids, have recommended that the low bid of Blue Construct- <br />ion Company be accepted. Commissioner John R. Dossenbach, Jr. moved that the Board <br />award the bid for the Cumnock- Tramway portion of the Lee County water system improve- <br />ments to Blue Construction Company as the low bidder at the figure of $869, 372. 00. <br />Commissioner Bertha L. Matthews seconded the motion, and upon a vote the results <br />were as follows: <br />AYE: Cox, Dossenbach, Matthews, Wicker and Dotterer. <br />NAY: None <br />The Chairman ruled the motion had been adopted by unanimous vote. <br />The Board next considered the bids received on Thursday, April 14, 1988, <br />for the electrical revisions to the old hospital building. The architects had <br />advised the Board by letter that there was a significant likelihood of the low bid <br />being in error and the high bid being unresponsive and opp:ortunistic. The <br />architects recommendation was that the County reject all bids and re-advertise <br />in hopes of obtaining more responsive bids. Commissioner John R.
