Mr. Crissman <br />recommended that his office be given authority to follow that statutory procedure. <br />Commissioner Bertha L. Matthews moved that the Lee County Tax Collector be <br />authorized to exercise the authority of Chapter 662 of the Session Laws of 1987 <br />which authorized the Tax Collector to show a tax bill paid in full if the amount <br />due is less than $1. 00 and to make no refund of overpayment if the amount is less <br />than $1. 00. Commissioner Gordon A. Wicker seconded the motion, and upon a vote <br />the results were as follows: <br />AYE: Cox, Dossenbach, Matthews, Wicker and Dotterer <br />NAY: None <br />The Chairman ruled the resolution had been unanimously passed. <br />Mr. Andrea Horton appeared before the Board on behalf of Rev. Roy A. <br />Swann and advised the Board that Mr. Horton and Mr. Swann had purchased property <br />jointly in 1985, and had made the arrangement that Mr. Horton would pay the <br />taxes. They recently discovered that the tax bill Mr. Horton had been paying was <br />limited to Mr. Horton's one-half interest and that foreclosure proceedings had <br />been instituted against the one-half interest owned by Rev. Swann. They have since <br />paid the taxes, penalty and interest in full, but were requesting a refund of the <br />penalty and interest paid. It appeared that the bills that were paid by Mr. Horton <br />were clearly marked that they were for a 5070 interest and that Rev. Swann had been <br />mailed notices but they were returned for failure of Mr. Swann to provide the <br />tax office with.his correct address. Commissioner John R. Dossenbach, Jr. moved <br />that the request for refund of penalty and interest be denied. Commissioner Raymond <br />C. Cox, Jr. seconded the motion, and upon a vote the results were as follows: <br />AYE: Cox, Dossenbach, Matthews, Wicker and Dotterer <br />NAY: None <br />The Chairman ruled the resolution was unanimously adopted. <br />Mr. Bill Lewis, a member of the Waste Management Board, appeared <br />before the Board by invitation of the Chairman and pointed out the difference between <br />the Waste Management Board and the Hazardous Waste Commission and the Low <br />Level Radioactive Waste Authority. Mr. Lewis reviewed the industries in Lee <br />County and pointed out that on the basis of what waste was shipped out of State for <br />storage, Lee County ranked tenth rather than second in plants that generate hazardous <br />waste. Mr. Lewis also pointed out that in the accretion of the hazardous waste <br />treatment, the question of how that Commission was 6o dispose of hazardous waste <br />was under review by the Attorney General. Mr. Lewis pointed out that no one is <br />required to use the hazardous waste facility and the facility contemplated would <br />generate 89. 9 million pounds per year while at present the State generates 113 million <br />pounds per year.
