. y <br />1 <br />aN, 12 PA,~ 473 <br />51 <br />115 <br />the proposed changes to the flood plain, and following Mr. Barefoot's <br />explanation, the Commission heard all interested parties who wished to speak on <br />the subject. Following this, Commissioner Gordon A. Wicker moved that the <br />public hearing be closed. Commissioner Bertha L. Matthews seconded the motion <br />and upon a vote the results were as follows: <br />AYE: Cox, Matthews, Wicker and Dossenbach <br />NAY: None <br />The Vice-Chairman ruled the public hearing was closed. <br />Dr. William Adams, a member of the Lee County Health Board appeared <br />before the Board and reported that the Health Board had hired a Director. Dr. <br />Adams reported that Eugene Hines had been employed as the Director; that he has <br />experience and has been in Sampson County. <br />Mr. Elwin Buchanan appeared before the Board and presented a <br />Resolution establishing just compensation. For the record it was noted that <br />since the land owner was K. R. Hoyle, who is Clerk to the Board, that all <br />negotiations had been conducted by Mr. Albert Adcock, realtor, and that Mr. <br />Hoyle had no participation in the negotiations pertaining to this property. <br />Commissioner Gordon A. Wicker moved that the following Resolution be adopted: <br />RESOLUTION OF THE LEE COUNTY BOARD OF COMMISSIONERS <br />ESTABLISHING JUST COMPENSATION FOR A CERTAIN PARCEL OF LAND <br />IN SANFORD, LEE COUNTY, NORTH CAROLINA <br />GOLDEN POULTRY PROJECT #87-C-7569 <br />WHEREAS, an appraisal report by Mr. Clyde Burge for a parcel shown on <br />the attachments to this resolution, was presented to the Lee County Board of <br />Commissioners for their review; and <br />WHEREAS, a review appraiser's (Mr. Ed Taylor), Fair Market Value <br />determination and his report therein was reviewed by the Lee County Board of <br />Commissioners at the meeting held on June 15, 1988; and <br />WHEREAS, information pertaining to the name of the owner, parcel <br />number and location noted in Lee County Registry Book No. 46 Page 65 , was <br />available to each member of the Board of Commissioners; and <br />WHEREAS, The Lee County Board of Commissioners wish to establish <br />just compensation for the land only to be acquired by the Lee County Board of <br />Commissioners; and <br />WHEREAS, the delimits of the property and the interest to be acquired <br />therein was presented to the Board of Commissioners; <br />NOW, THEREFORE, BE IT RESOLVED: <br />THAT, The Board of Commissioners of the County of Lee certifies that <br />the work of the appraiser and the review appraiser, with respect to each <br />property has been performed in a competent manner in accordance with applicable <br />. , <br />
