® pa 12„~ 5Q3 <br />must either be certified by a professional engineer or <br />architect or meet the following minimum criteria: <br />(1) Provide a minimum of two openings having a <br />total net area of not less than one square inch <br />for every square foot of enclosed areas subject <br />to flooding; <br />(2) The bottom of all openings shall be no higher <br />than one foot above grade; and, <br />(3) Openings may be equipped with screens, louvers, <br />valves or other coverings or devices provided <br />they permit the automatic flow of floodwaters <br />in both directions. <br />(3) <br />5iti-I it i e s. <br />(a) All new and replacement water supply systems shall <br />be designed to minimize or eliminate infiltration of <br />flood waters into the system. <br />(b) New and replacement sanitary sewage systems shall be <br />designed to minimize or eliminate infiltration of <br />flood waters into the systems and discharges from <br />the systems into flood waters. <br />(c) on-site waste disposal systems shall be located and <br />constructed to avoid impairment to them or contamin- <br />ation from them during flooding. <br />(4) subdivision Pao os s <br />(a) All subdivision proposals shall be consistent with <br />the need to minimize flood damage. <br />(b) All subdivisiion proposals shall have public util- <br />ities and facilities such as sewer, gas, electric <br />and water systems located and constructed to mini- <br />mize flood damage. <br />(c) All subdivision proposals shall have adequate <br />drainage provided to reduce exposure to flood <br />hazards. <br />(d) Base flood elevation data shall be provided for sub- <br />division proposals and other proposed development <br />which is greater than the lesser of 50 lots or 5 <br />acres. <br />(5) Encroachments <br />The cumulative effect of any proposed development shall <br />not adversely affect the area of special flood hazard. <br />-15- <br />
