eoo{ 12 49"" <br />(b) If it is determined there is an adverse effect, <br />then technical justification (i.e. a registered <br />professional engineering analysis) for the proposed <br />development shall be required. <br />(c) If the proposed development is a building, then the <br />provisions of this ordinance shall apply. <br />(3) Advise permittee that additional federal or state <br />permits may be required, and if specific federal or <br />state permits are known, require that copies of such <br />permits be provided and maintained on file with the <br />development permit. <br />(4) Notify adjacent communities and the NC Department of <br />Crime Control and Public Safety; Division of Emergency <br />Management, State Coordinator of the National Flood <br />Insurance Program prior to any alteration or relocation <br />of a watercourse, and submit evidence of such notifi- <br />cation to the Federal Emergency Management Agency. <br />(5) Assure that maintenance is provided within the altered <br />or relocated portion of said watercourse so that the <br />flood-carrying capacity is not diminished. <br />(6) obtain the actual elevation (in relation to mean sea <br />level) of the lowest floor (including basement) of all <br />new or substantialy improved structures, in accordance <br />with Article 4, Section A. <br />(7) obtain the actual elevation (in relation to mean sea <br />level) to which the new or substantially improved <br />structures have been flood-proofed, in accordance which <br />Article 5, Section B(2). <br />(8) When flood-proofing is utilized for a particular struc- <br />ture obtain certification from a registered professional <br />engineer or architect in accordance with Article 5, Sec- <br />tion B(2). <br />(9) Where interpretation is needed as to the exact location <br />of boundaries of the areas of special flood hazard (for <br />example, where there appears to be a conflict between a <br />mapped boundary and actual field conditions), make the <br />necessary interpretation. The person contesting the <br />location of the boundary shall be given a reasonable <br />opportunity to appeal the interpretation as provided in <br />this Article. <br />(10) When base flood elevation data or floodway data has not <br />been provided in accordance with Article 3, section B, <br />obtain, review and reasonably utilize any base flood <br />elevation data and floodway data available from a <br />federal, <br />-9- <br />
