°oos i2 ~c_ s~~ <br />the Lee-Harnett Alliance for Mentally Ill and spoke on behalf of Mental Illness <br />Awareness Week which was observed during the week of October 2nd through October <br />8th. Mrs. Fisher reviewed the purposes of the Alliance and the services and <br />programs which they provide. Commissioner Gordon A. Wicker requested that <br />a report be requested from the Mental Health Authority concerning their activities <br />with respect to services to the mentally ill. <br />The Board took up for consideration the question of the title to the Willie M <br />home which was formerly operated by the Lutheran Services and which is presently <br />being operated by the Lee-Harnett Mental Health Authority. After hearing the <br />recommendations of the County Attorney and County Manager, Commissioner Gordon <br />A. Wicker moved that the Board give its consent to the title to this property being <br />conveyed to the Lee-Harnett Mental Health Authority. Commissioner Raymond C. Cox, <br />Jr, seconded the motion and upon a vote the results were as follows: <br />AYE: Cox, Dossenbach, Matthews, Wicker and Dotterer <br />NAY: None <br />The Chairman ruled the resolution had been unanimously adopted. <br />Mr. Leonard Barefoot, County Planner, appeared before the Board and <br />presented a draft of the Lee County Water System extension policies and.also a <br />draft of the Lee County Water System standards. Mr. Barefoot reviewed both <br />of the drafts and the Board received the matters for information and no formal action <br />was taken at this time. <br />County Manager Jim Mills addressed the Board with respect to the water <br />and sewer services in Sanford and Lee County, and reviewed his discussions with <br />the authorities of the City of Sanford with respect to a connection between the County <br />and City systems along Cool Springs Road. After discussion and review, Commissioner <br />John R. Dossenbach, Jr. , moved the adoption of the following resolution: <br />WHEREAS, the Lee County Board of Commissioners recognizes that <br />adequate water and sewer services are essential to the well-being of all the citizens <br />of Sanford and Lee County and to continue to experience growth and prosperity, <br />both the City of Sanford and Lee County must work and plan cooperatively to provide <br />these essential services; and <br />WHEREAS, both the City of Sanford and Lee County currently own and <br />operate separate water supply and distribution systems in order to supply potable <br />water to the citizens of Sanford and Lee County; and <br />WHEREAS, in times of water shortage or other emergency situations, it <br />
