't <br />:oox 12 S~ 2 <br />MINUTES OF THE SPECIAL MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />J FRIDAY, SEPTEMBER 30, 1988 <br />The Special Meeting of the Board of Commissioners for the County of Lee, <br />State of North Carolina, convened in the Commissioners' Room on the second <br />floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, <br />on Friday, September 30, 1988, at 4:00 o'clock P. M., the same being the time, <br />place, and date specified in the call issued by the Chairman. Those present were: <br />Commissioners Raymond C. Cox, Jr. ; John R. Dossenbach, Jr. ; John E. Dotterer; <br />and Gordon A. Wicker, Commissioner Bertha L. Matthews was absent when the <br />meeting opened but joined while it was in progress, The Chairman declared a <br />quorum present and the meeting open for the transaction of business. <br />Chairman John E. Dotterer presided and the following business was trans- <br />acted: <br />Mr. Elwin Buchanan, Grants Administrator, appeared before the Board and <br />related the effort that had gone into obtaining the grant proposed for the establishment <br />of a proposed Youth Shelter for Lee County. The amount is for a $25, 000 Federal <br />grant which would be matched with local money in an equal amount to be used to <br />renovate the old nurses home to establish a temporary shelter program for Lee <br />County Youth. Mr. Ronnie Martin appeared before the Board and presented materials <br />and spoke on the need for such a group home. County Manager Jim Mills presented <br />to the Board a memorandum on the proposed cost of renovating the old nurses home. <br />It was during these deliberations that Commissioner Bertha L. Matthews joined the <br />meeting. Mr. Hugh Brewer, County Maintenance Supervisor, was recognized and <br />he reviewed his estimates as to the amount of renovation. Commissioner Gordon A. <br />Wicker moved the adoption of the following resolution: <br />WHEREAS, on August 3, 1988, Lee County applied to the Governor's Crime <br />Commission for funds to be used for the renovation of property to be utilized as a <br />Group Home for youth in Lee County; and <br />WHEREAS, on September 23, 1988, a Grant Award was made to Lee County <br />in the amount of $25, 000, when combined with $25, 000 from Lee County for a <br />$50, 000 renovation project for the establishment of a Youth Shelter in Lee County; and <br />
