G. Consideration of an application to serve the remaining term of Charmaine Earnest on the <br /> Senior Services Advisory Board from Martha Wicker. — Moved to Consent <br /> H. Consideration of a Resolution Requesting Legislation Exempting Lee County from Motor <br /> Vehicle Emissions Inspections. — Moved to Consent <br /> I. Consideration of a Resolution Requesting Legislation Exempting Local Governments from <br /> Paying Homeowners' Association Fees for Properties Obtained Through Tax Foreclosure. — <br /> Moved to Consent <br /> J. Consideration of a Resolution Supporting Local Control of School Calendars. — Moved to <br /> Consent <br /> K. Consideration of a Resolution in Support of a Proposed Bill to Remove Certain Restrictions <br /> on Voluntary Satellite Annexations for Municipalities in Lee County. <br /> County Manager John Crumpton received this request for a resolution from the City <br /> Manager on March 8, 2019. Mr. Crumpton stated that by policy, the City Council will only allow <br /> sewer connections if property is annexed into the City limits. With the extension of sewer to <br /> Chatham County, the sewer system is now being extended out beyond the 3-mile area <br /> surrounding the City where they can have voluntary annexation. Information was provided by <br /> the City of Sanford regarding the benefits of voluntary annexation along with maps illustrating <br /> areas of potential development beyond the three-mile limit, a copy of which is attached to these <br /> minutes and by this reference made a part thereof. Currently, the local State delegation is in <br /> favor of a local bill authorizing additional annexation authority pending an adopted resolution of <br /> both the City and County governing boards. The bill has been filed in the House, and Senator <br /> Burgin has filed a corresponding bill in the Senate. Following discussion, Commissioner Reives <br /> moved to approve the resolution in support of legislation removing a restriction on voluntary <br /> satellite annexations, a copy of which is attached to these minutes and by this reference made a <br /> part hereof. Upon a vote, the results were as follows: <br /> Aye: Dalrymple, Dodson, Reives, Sharpe <br /> Nay: Del Palazzo, Knecht, Smith <br /> Chair Dalrymple ruled the motion had carried 4:3. <br /> VII.MANAGERS' REPORTS <br /> A. County Manager's Monthly Report for February 2019 <br /> County Manager John Crumpton presented the Monthly Manager's Report for February, <br /> 2019, a copy of which is attached to these minutes and by this reference made a part hereof. <br /> VIII. COMMISSIONERS' COMMENTS <br /> ADJOURNMENT <br /> With no further business to come before the Board, Commissioner Reives moved to <br /> adjourn the meeting.
