Assistant County Manager /Finance Director Lisa Minter presented the Monthly Financial Report <br />for month ending September 30, 2011. No action was taken. <br />County Manager John Crumpton discussed his Monthly Report to the Board which included the <br />following matters: <br />• Floor plan presented for the basement project at the courthouse. <br />• The Architect is reviewing the control room upgrades and natural lighting project for <br />the Jail. These two issues are outside the original scope of work for the Architect <br />and they have asked for a change order. Additional information has been <br />requested before bringing the change order request to the Board. The entire project <br />should be out to bid after the first of the year. <br />• Staff continues to work on the 911 Back Up plan with City staff being consulted <br />during this planning process. A certified plan and memorandum of understanding <br />with the City should be ready for review by the November 14`" meeting. <br />• Architect and Engineering contracts for the Clyde Rhyne Road Extension and <br />Innovation Center improvement projects will be presented at the November 14`" <br />meeting. Continuing to work with Economic Development, the Community College <br />and Caterpillar on moving the Innovation Center improvements forward. <br />• Discussion on city- county contracts has been postponed until after the City election. <br />• Landfill development in Harnett County has come to an end when their Board of <br />Adjustment voted down the special use permit. <br />• Two of Lee County's Emergency Management staff assisted the State and another <br />county during the aftermath of Hurricane Irene. <br />• Notice has been received from the Government Finance Officers Association that <br />Lee County has received the Certificate of Achievement for Excellence in Financial <br />Reporting for the 15'" consecutive year. <br />• A representative from the Lee Memory Gardens Cemetery has contacted the <br />County Manager about the County taking over the cemetery. Mr. Crumpton stated <br />he would discuss the matter with Buffalo Cemetery representatives to see if they <br />might be interested in the take -over. <br />• Discussion took place in reference to the cost of copies being charged to citizens for <br />copies. Currently 10 cents per page is charged but after an analysis was <br />completed, it appears that 3 cents per copy will be sufficient. Several county <br />documents will need to be revised; along with the Budget Ordinance and the Board <br />will need to take an official vote on the matter at the November 14`" meeting. <br />Commissioner Oldham moved to go into closed session to discuss a personnel matter per North <br />Carolina General Statute 143- 318.11(a) (6). Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Reives, Shook, and Womack <br />Nay: None <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted unanimously and the Board was in closed <br />session. <br />Upon completing business in closed session, with no other business to come before the Board, <br />Commissioner Reives moved to adjourn the meeting.
