Consent Agenda as Item L. Commissioner Reives moved to approve the Consent Agenda as <br /> amended, which consisted of the following items: <br /> A. Minutes from the January 22, 2019 Regular Meeting. <br /> B. Minutes from the January 22, 2019 Closed Session Meeting. <br /> C. Minutes from the January 31, 2019 Special Meeting. <br /> D. Minutes from the January 31-February 1, 2019 Planning Retreat. <br /> E. Tax release and refund report for January 2019. <br /> F. Emergency Management Designation of Applicant's Agent. <br /> G. Acceptance of additional State revenue for maternal and child health. <br /> H. Acceptance of additional State revenue for mosquito control. <br /> I. Resolution Designating Depositories, Establishing Accounts, and Designating Signatories <br /> for Accounts of Lee County. <br /> J. Budget Amendment#02/18/19/11. <br /> K. Request for approval of Safety Policy Change (J-8 Workplace Illness and Accident <br /> Reporting Policy). <br /> L. Request for addendum to lease agreement with Dean Real Estate, Inc. for gymnastics. <br /> Upon a vote, the results were as follows: <br /> Aye: Dalrymple, Del Palazzo, Knecht, Reives, Sharpe, Smith <br /> Nay: None <br /> Absent: Dodson <br /> The Chair ruled the motion had carried unanimously. <br /> III. JOINT PUBLIC HEARING WITH THE LEE COUNTY PLANNING BOARD <br /> A. Zoning Map Amendment (Rezoning) Request for 124 and 154/156 Center Church Road <br /> An application was submitted by Mark Lyczkowski to rezone two tracts of land from <br /> Residential Agricultural and Residential Restricted to General Commercial located along <br /> Center Church Road. The first tract is an about 1.19 acre lot addressed as 124 Center Church <br /> Road and identified as Tax Parcel 9631-44-1034-00 with the eastern portion currently zoned <br /> RR and the western portion of the parcel currently zoned RA. The second tract is an about 0.73 <br /> acre lot addressed as 154 and 156 Center Church Road, identified as Tax Parcel 9631-34- <br /> 9072-00 and currently zoned as RA. Both properties have access to public water and are <br /> served by private septic systems. Both parcels are depicted on Lee County Tax Map 9631.03, <br /> and are illustrated on the survey map recorded in Plat Cabinet 2018, Slide 128 of the Lee <br /> County Register of Deeds Office. At this time, Commissioner Dalrymple opened the public <br /> hearing for comment. <br /> The following people spoke in favor of the rezoning request: <br /> - Mark Lyczkowski, 3018 Carrington Lane, Sanford, NC <br /> No one spoke in opposition to the proposed rezoning request. <br /> Chair Dalrymple declared the public hearing closed. <br /> IV. PROCLAMATION <br /> A. Proclamation recognizing Black History Month <br /> Community resident, Robert Finch requested a proclamation for Black History Month that is <br /> traditionally recognized/observed annually during the month of February.
