allocation of the occupancy tax. 2/3 of the occupancy tax is dedicated to marketing <br /> and tourism development with the remaining 1/3 dedicated to the Dennis Wicker <br /> Civic Center. Funds are needed for facilities. The TDA will be directly as well as <br /> indirectly promoting the civic center. The City will be asking legislators to work on <br /> redrafting this legislation. City Council will be discussing the proposed bill with <br /> legislative representatives at their upcoming retreat meeting. The TDA is combining <br /> efforts with Downtown Sanford to work on this proposal. <br /> VI. Deep Well Injection Ordinance <br /> a. City of Sanford Councilman Sam Gaskins stated the main concern with having a <br /> nuclear power facility located directly on a fault and two other faults in the area is <br /> that deep well injection could cause significant environmental impacts on Central <br /> NC. During discussion, it was brought out there was already a state law that <br /> prevents deep well injection in certain circumstances where the restriction is <br /> included in the Unified Development Ordinance. Potential areas for fracking are <br /> located within 15-20 miles of the nuclear site. <br /> VI I.S3 Housing Connect Update and OMI Shelter Sustainability Plan <br /> a. S3 Housing Connect has been successful in providing a place to the public in the <br /> case of an emergency event. Phase II is providing a better sustainability plan for <br /> emergency shelters. The homelessness issue has seemed to improve based on <br /> comments from downtown merchants. The OMI Shelter went from a high barrier to a <br /> low barrier and have had an 89% success rate. The shelter is now open 24 hours a <br /> day 7 days a week. Mayor Mann stated the issue is the sustainability of the 24/7 <br /> operations. Kate Rumley and Karen Kennedy have a plan to receive a grant for a <br /> new shelter. Mayor Mann requested consideration of a future request for temporary <br /> funding to sustain shelter operations. Earl Murphy, the founder and owner of <br /> Outreach Mission, provided 2018 statistics. OM became low barrier in May 2018. In <br /> 2017, OM served less than 80 people. In 2018 OM served 115 men, 47 women, 25 <br /> children, of which 38 were veterans. The shelter assists in helping individuals find <br /> jobs and housing. OM has a success rate of 89%, 141 of the 162 adults left the <br /> shelter with employment or an income. 144 left with housing. These are people who <br /> were on the street that are now tax payers. OM is in the second year of a five-year <br /> plan and have met the goals for the first year and are working to complete the goals <br /> set for year two. <br /> VIII. Discussion of Proposed Mural to Honor the Life and Work of Dr. Mary Margaret McLeod <br /> a. City Council woman Rebecca Salmon provided support for the mural to honor the <br /> work of Dr. Mary Margaret McLeod. Chair Dalrymple stated that the project is going <br /> to be revisited. There are a couple concerns regarding the placement of the mural <br /> on a County owned building. Concerns include product placement that could be <br /> perceived as advertising, long-term maintenance, and policies and rules. County <br /> Attorney Whitney Parrish stated that in conversations with Liz Whitmore, the <br /> muralist will warrant the maintenance for a certain amount of time. Ms. Salmon <br /> stated that there is no ability to have a perpetuity clause for maintenance on a <br /> mural, but the hope is that future restoration or painting will be addressed on an as <br /> needed basis. This will be on the County Commissioner meeting agenda for <br /> February 18, 2019. <br /> IX. Member Updates <br /> a. County Manager John Crumpton stated that tax assessments will be mailed out <br /> later in the month detailing the appeal process. The commercial/industrial properties <br /> are looking at a 30% increase in value and a 4 % increase in residential values. <br /> Total growth for Lee County is 1.48 percent.
